Former Tianjin Municipal Party Committee member and former Minister of Organization Zhou Derui was sentenced to 14 years in prison for bribery on July 13.
Zhou Derui, who was an old subordinate of the current Vice Chairman of the National People’s Congress, Li Hongzhong, was reported to have made disrespectful remarks towards Xi Jinping’s policies on “common prosperity” and real estate during a dinner gathering, which led to his exposure.
According to official Chinese media reports, on July 13, the Intermediate People’s Court of Datong City, Shanxi Province, sentenced Zhou Derui, former member of the Tianjin Municipal Party Committee and former Minister of Organization, to 14 years in prison for bribery, along with a fine of 4 million yuan.
Public records show that Zhou Derui, born in February 1966 in Qidong, Hengyang, Hunan Province, holds a master’s degree in law. He had a long working history in Hunan, holding positions such as member of the Yongzhou City Committee, Minister of Organization, Deputy Mayor, Vice Secretary, Mayor of Changde City, Secretary of the Municipal Party Committee, and Director of the Standing Committee of the People’s Congress of Changde City.
The court announcement stated that from 2000 to 2025, Zhou Derui used his positions in Hunan and Tianjin to provide assistance to others in business operations, project contracting, job adjustments, and other areas, in exchange for illegal financial gains totaling more than 43.19 million yuan.
Zhou Derui, a former subordinate of the current Vice Chairman of the National People’s Congress, Li Hongzhong, saw his career advance during Li Hongzhong’s tenure in Tianjin.
Zhou Derui fell from grace on March 13, 2025. Official reports on September 4, 2025, accused Zhou Derui of disrespecting the central government, having misconceptions about his achievements, engaging in reckless projects, indulging in power and sexual trades, and accepting huge amounts of illegal bribes.
Several high-ranking officials have been implicated for disrespecting the central government in recent years, but specific details of their remarks are rarely disclosed by authorities.
Former professor at the Central Party School of the Chinese Communist Party, Cai Xia, reposted details of Zhou Derui’s case from the WeChat public account “Legal and Political Jianghu Studies” on March 23.
Investigating officers revealed three instances of misconduct by Zhou Derui, including mocking Xi Jinping’s “common prosperity policy” at a private gathering in Tianjin, making a joke about the “no speculation in housing” policy, and publicly questioning environmental policies in his hometown in Hunan province.
It is said that Zhou Derui’s controversial comments were recorded by a fellow townsman and eventually reached the Central Commission for Discipline Inspection.
Cai Xia indicated that this case illustrates that Xi Jinping expects Party members to be brainless and officials to be mute, all serving as mindless slaves to his personal will.
Independent commentator Cai Shenkun commented that Zhou Derui’s biggest achievement was articulating the idea that “loyalty is not absolute loyalty,” which earned him promotions from Changde City Party Secretary to Deputy Mayor of Tianjin, impressing Li Hongzhong. However, the arrival of Chen Min’er, a master of internal power struggles, in Tianjin led to the exposure of Li Hongzhong’s trusted individuals, including his aide, Jin Xiangjun.
Xi Jinping’s authority has waned in recent years, as noted by independent commentator Du Zheng, who revealed anecdotes about Xi’s jokes circulating widely at various official gatherings in China, often sparking loud laughter.
