Ontario International Airport (ONT) officially released the “Notice of Preparation” (NOP) for the Environmental Impact Report (EIR) on Thursday, May 7th, marking the official start of the massive expansion project known as ONT BOLD (Building Our Legacy & Destiny). The core of this project includes the construction of a brand new terminal aimed at transforming this rapidly growing airport in Southern California into a more modern international gateway.
The most eye-catching part of the “ONT BOLD” project is the proposed Terminal 3. This three-story terminal is expected to have an indoor area of 650,000 square feet, equipped with new Federal Inspection Services (FIS) and security checkpoint infrastructure. To increase flexibility in apron usage, some gates will employ the Multi-Aircraft Ramp System (MARS), allowing for the flexible accommodation of two narrow-body aircraft or one large wide-body aircraft based on demand.
Additionally, the project covers the modernization of the existing Terminals 2 and 4, optimization of surrounding roads, expansion of parking lots, and car rental facilities to address the current overload of passenger volume during peak times.

Wapner, Chairman of the Ontario International Airport Authority (OIAA) Board and Vice Mayor of Ontario, said, “The BOLD project is not just a construction project but a key to shaping the future of the region. We have a responsibility to ensure that ONT remains easily accessible amidst growing demand and strengthens its connection between the heartland empire and the world.”
Curt Hagman, San Bernardino County Supervisor and Vice Chairman of OIAA, emphasized that the project will be carried out in a prudent phased manner to invest in infrastructure strengthening ONT’s position as a global supply chain hub and important passenger gateway.
The announcement coincides with the 10th anniversary of ONT’s return to local jurisdiction. Since 2016, the airport’s passenger throughput has grown by nearly 70%, with annual traffic exceeding 7 million. According to the latest survey by J.D. Power, ONT is currently rated as the second most popular medium-sized airport in the United States.
The airport authorities stated that the Environmental Impact Report will assess the impact of construction on the surrounding environment and develop mitigation strategies. The entire construction plan is expected to be completed in phases over the next 10 years, with design details and costs further clarified during the environmental review process.
