Official investigation targets numerous officials from Ma Xingrui’s hometown in Heze, Secretary-General of the Municipal Party Committee falls from grace.

On April 3, 2026, Ma Xingrui, a member of the Political Bureau of the Communist Party of China (CPC), was officially announced to have fallen from grace. In the span of less than a month before and after this announcement, at least five officials from his hometown of Heze City in Shandong Province were also implicated, including Xiao Youhua, member of the Heze Municipal Committee, Secretary, and Minister of the United Front Work Department.

Xiao Youhua had long been working in the financial system of Shandong Province and Heze City. During Ma Xingrui’s tenure as the leader of Xinjiang, Xiao Youhua, who was then the Deputy Mayor of Heze, led a government-enterprise delegation to Xinjiang for inspections and signing of cooperation agreements.

On April 13, 2026, the website of the Central Commission for Discipline Inspection of the CPC and the National Supervisory Commission reported based on information from the Shandong Provincial Commission for Discipline Inspection and Supervision that Xiao Youhua, member of the Heze Municipal Committee, Secretary, and Minister of the United Front Work Department, was under investigation for “serious violations of discipline and law.”

According to public records, Xiao Youhua, born in July 1970 in Pei County, Jiangsu Province, graduated from Shandong Finance College with a major in accounting. He held various positions in the Shandong Provincial Finance Department, including Administrative Office Clerk, Deputy Director of the Office, Director of the Office, Deputy Researcher, Deputy Director of the Office, Researcher at the Financial Inspection Office stationed in Jinan, Researcher at the Budget Performance Management Office, Director of the Financial Inspection Office in Dezhou, Director of the Provincial Budget Performance Evaluation Center, and Senior Researcher.

In March 2020, Xiao Youhua was appointed as the Director of the Heze City Finance Bureau in Shandong Province. In February 2022, he became the Deputy Mayor of Heze City and a member of the Party Committee. In June 2025, he was promoted to member of the Heze Municipal Committee, Secretary, and Minister of the United Front Work Department.

Recent reports indicate that several officials in Heze City, Shandong, have come under investigation. Xu Xiancheng, former deputy county-level cadre of the Standing Committee of the People’s Congress of Chengwu County in Heze City, was investigated on April 14, 2026. Guo Gang, former researcher at the Judicial Bureau of Heze City, was investigated on April 8, 2026. Song Zili, Deputy Director of the Education, Science, Health and Sports Committee of the Political Consultative Conference in Heze City, was implicated on March 25, 2026. Zhao Zhong, Party Secretary and Director of the Health and Health Bureau of Dingtao District, Heze City, was implicated on March 21, 2026.

It is noteworthy that Heze City in Shandong is the hometown of both Ma Xingrui and Peng Liyuan, the wife of Chinese Communist Party leader Xi Jinping. Peng Liyuan and Ma Xingrui come from the same village in Yuncheng, Shandong.

After being relieved of his position as the Party Secretary of Xinjiang in July 2025, Ma Xingrui faced continuous rumors of being implicated until his official downfall was announced on April 3, 2026.

Ma Xingrui rose through the ranks within the Chinese aerospace and military industry. After Xi Jinping came into power, Ma Xingrui was swiftly promoted and held positions such as Deputy Secretary of the Guangdong Provincial Committee and Secretary of the Politics and Law Committee, Party Secretary of Shenzhen, Governor of Guangdong Province, Party Secretary of Xinjiang, and in October 2022, he was promoted to a member of the Political Bureau at the 20th CPC National Congress.

On March 31, 2026, commentator Cai Shenkun revealed on X platform that a crucial factor in Ma Xingrui’s political career was his relationship with Peng Liyuan. It is not widely known that Ma Xingrui and Peng Liyuan share a special relationship as part of the “Aviation Gang” and the “Shandong Gang.”

Cai Shenkun mentioned that despite being born in Northeast China, Ma Xingrui’s family hails from Shandong, with his father moving to Northeast China to work in the mines following an appeal, leading the family to relocate. However, Ma Xingrui’s father’s other brothers stayed in Yuncheng, Shandong, the hometown of Peng Liyuan, wherein their families had longstanding ties. Peng Liyuan had also lived in Ma’s family home for an extended period during her childhood, highlighting the unique connections between them.

Following Ma Xingrui’s downfall, Cai Shenkun stated in an interview with NTD on April 3, 2026, that during Ma Xingrui’s tenure in Guangdong, he was quite arrogant, leveraging his special relationship with Xi Jinping and Peng Liyuan, demonstrating significant power ambitions. While Ma Xingrui’s case appears to be related to corruption investigations on the surface, it has also uncovered a complex and clandestine political network. Cai Shenkun speculated that Ma Xingrui’s case is likely to further unravel, potentially implicating more individuals, and the key lies in what revelations Ma Xingrui ultimately makes.
