Xinjiang Construction Corps Corporation’s Two Successive Chairpersons Under Investigation

On June 10, 2026, Chen Shaomin, the former Party Secretary and Chairman of the Xinjiang Construction Corps (Group) Co., Ltd. (Xinjiang Construction Corps Group), was investigated. Prior to him, Xia Jianguo, his former leader and predecessor as Chairman, was also investigated on April 24, 2026.

According to the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervision Commission on June 10, 2026, the Discipline Inspection Commission and Supervision Commission of the Xinjiang Production and Construction Corps disclosed that Chen Shaomin, the former Party Secretary and Chairman of Xinjiang Construction Corps Group, is under investigation for serious violations of discipline and law.

Public records show that Chen Shaomin, born in March 1972, holds a graduate degree and is a senior engineer. He has held positions such as Party Secretary and Political Commissar of the 69th Regiment of the Fourth Division of the Xinjiang Construction Corps, Party Secretary and Chairman of Xinjiang Hongyuan Construction Group Co., Ltd., Deputy Division Commander of the Fourth Division, member of the Party Committee and Deputy Mayor of Kekedala City. In October 2023, he was appointed as the Deputy Secretary of the Party Committee, Vice Chairman, and General Manager of Xinjiang Construction Corps Group, concurrently serving as the President of the Corps Enterprise Federation. In July 2025, he succeeded Xia Jianguo as the Party Secretary and Chairman of Xinjiang Construction Corps Group.

Just over a month ago on April 24, 2026, Xia Jianguo, the former Party Secretary and Chairman of Xinjiang Construction Corps Group, was also investigated. The two had been partners for nearly two years.

Xia Jianguo, born in March 1965, has held various positions including Deputy Regiment Commander of the Second Regiment of the Eleventh Division of the Corps, Deputy General Manager of Xinjiang Construction and Installation Engineering Co., Ltd., Deputy Secretary of the Party Committee and General Manager of Xinjiang Construction Corps Water Resources and Hydropower Engineering Group, Secretary of the Party Committee and Chairman; From January 2022, he served as the Party Secretary and Chairman of Xinjiang Construction Corps Group, and retired in July 2025.

The Xinjiang Production and Construction Corps, established in 1954, is the last existing production and construction corps of the Communist Party of China, implementing a unique “military, political, and business integration” model. It is a provincial (ministerial) level unit. Currently, the Corps has 15 divisions (including 1 construction engineering division) and 185 agricultural and pastoral farms (including 11 construction engineering farms). Xinjiang Construction Corps Group, affiliated with the Eleventh Division of Xinjiang Construction Corps, controlled by the National Capital Commission of the Eleventh Division, is an important state-owned construction enterprise group within the Xinjiang Construction Corps system.

In July 2025, Ma Xingrui, a member of the Political Bureau of the Communist Party of China, was removed from his position as the Party Secretary of Xinjiang, and on April 3, 2026, his downfall was officially announced. During his tenure as Party Secretary of the Xinjiang Autonomous Region, Ma Xingrui also served as the First Political Commissar of the Xinjiang Construction Corps and the First Secretary of the Corps Party Committee.

Before Ma Xingrui’s removal, from mid-April to the end of June 2025, the Thirteenth Central Inspection Team of the Communist Party of China conducted a two and a half month inspection of the Xinjiang Construction Corps.

Following Ma Xingrui’s removal and downfall, ongoing purges have been taking place in the Xinjiang officialdom and the Construction Corps. On January 8, 2026, Li Xu, a member of the Standing Committee of the Party Committee of Xinjiang Construction Corps and Deputy Commander, was removed from his position.

According to the Discipline Inspection Commission of the Xinjiang Construction Corps, since the end of April 2025, the officials in the Xinjiang Construction Corps who have fallen include:

– Xiao Fuguo, Party Secretary and Political Commissar of the 61st Regiment of the Fourth Division (2025-07-31)
– Zhang Xuejun, Party Secretary and Political Commissar of the 4th Regiment of the First Division (2025-06-30)
