Turmoil in Zhuhai Officials: Former Mayor He Ning Falls from Power

Recently, there has been a tumult in the political arena in Zhuhai. He Ningka, a retired member of the Guangdong Provincial People’s Congress Standing Committee and former Deputy Director of the Financial and Economic Committee, has been under investigation. He Ningka previously served as the Mayor of Zhuhai.

On May 15th, according to the Discipline Inspection Commission of the Communist Party of Guangdong Province, He Ningka, former member of the Guangdong Provincial People’s Congress Standing Committee and former Deputy Director of the Financial and Economic Committee, is under investigation.

Public records show that He Ningka, born in June 1959 in Pingjiang, Hunan, graduated from the Mathematics Department of Fudan University. In his early years, he worked as an assistant engineer at the 710 Institute of the Ministry of Aerospace Industry. In 1987, he joined the Guangdong Branch of the People’s Bank of China. From 1996 onwards, he held various positions, including Director of the Office of the People’s Bank of China Guangdong Branch, Chief of the People’s Bank of China Zhuhai Branch, Party Secretary, Director of the State Administration of Foreign Exchange. He also served as the Deputy Mayor of Zhuhai, Executive Vice Mayor of Zhuhai and Secretary of the Party Committee of the High-tech Zone, as well as Deputy Secretary of the Guangdong Province Zhuhai Municipal Committee and Executive Vice Mayor, Secretary of the Party Committee of the High-tech Zone.

From January 2012 to January 2015, He Ningka served as Deputy Secretary of the Zhuhai Municipal Party Committee, Mayor, and Party Secretary. From March 2015 to March 2018, he was the Director of the Development and Reform Commission of Guangdong Province. From March 2018 to January 2023, he served as a member of the Standing Committee of the Guangdong Provincial People’s Congress and Deputy Director of the Financial and Economic Committee.

The official reason behind He Ningka’s downfall has not been disclosed. However, it is generally believed that the issue may be related to his tenure in Zhuhai.

After Guo Yonghang, former Secretary of the Zhuhai Municipal Party Committee and former Secretary to the current Communist Party Politburo member Ma Xingrui, fell from grace on March 27th, the political arena in Zhuhai has been unsettled with several officials being investigated.

On April 2nd, Li Wenji, Deputy Secretary-General of the Zhuhai Municipal Party Committee and Secretary and Director of the State-owned Assets Supervision and Administration Commission, was also put under investigation.

On April 28th, Zhou Lewei, Secretary of the Communist Party Work Committee of Zhuhai Economic and Technological Development Zone and Deputy Secretary of the Jinwan District Committee, voluntarily turned himself in for investigation. From 2016 to 2024, Zhou Lewei served as Chairman and Legal Representative of the Gree Group.

In February 2018, when Guo Yonghang was transferred from Secretary-General of the Shenzhen Municipal Party Committee to Secretary of the Zhuhai Municipal Party Committee, He Ningka had already been reassigned to a post at the Guangdong Provincial People’s Congress.
