In Suining City, Sichuan Province, a video showing urban management personnel assaulting a 66-year-old property owner in Hedo New District has sparked widespread concern among netizens. The property owner was kicked and punched by the urban management, causing him to fall to the ground and requiring hospital treatment. Diagnosis revealed a 2cm skin laceration on his left eyebrow, reaching deep into the muscle layer.
On the morning of October 29th, surveillance cameras captured footage of a male property owner in Suining being assaulted by urban management personnel within the residential complex.
In a 14-second video clip, several urban management officers in uniform were seen standing in an open area of the complex, accompanied by some property owners, including individuals with children. Suddenly, one of the officers kicked a man and then started punching him.
The man who was attacked kept stepping back and was eventually knocked to the ground by the officer, who continued to punch him relentlessly. It wasn’t until other urban management officers and property owners intervened that the assault stopped.
In another 19-second video, the man who was attacked, with gray hair and bleeding from his head, had two long blood traces on his left eye and face. He was holding his clothes in his right hand while making a phone call with his left hand. A woman’s voice in the background could be heard saying, “People from the urban management bureau came in and beat up property owners within the compound.”
According to a report by Huashang Daily, the incident took place in the “Mingjie Jinxiuyuanzhuo” residential complex in Hedo New District, Suining City, Sichuan Province. The act of violence was captured by surveillance cameras around 9:41 am on October 29th.
An eyewitness disclosed that the man who was assaulted was taken to the hospital for medical treatment.
The victim, surnamed Wang, is a 66-year-old resident living on the 18th floor of the complex. He explained that when the incident occurred, he came down from upstairs and saw two male urban management officers and one female officer performing checks within the complex. After a verbal altercation with the female officer, he was persuaded to leave by other officers.
He recounted that shortly after, several male urban management officers arrived at the scene, one of whom was around 30 years old. He said, “Upon learning that the female officer and I had an argument, he insulted me. When I retorted, he suddenly kicked me, causing me to fall to the ground.”
Following the incident, Mr. Wang was taken to Suining Central Hospital for examination. The outpatient diagnosis showed, “A 2cm long skin laceration on the left eyebrow, reaching deep into the muscle layer, with significant swelling around the area.” The doctor performed a skin laceration suture and administered a tetanus immunoglobulin injection promptly.
The relevant authorities in Hedo New District Committee of Suining City stated that they were unaware of the incident.
A female staff member from the Urban Management Bureau of Hedo New District in Suining City responded to Huashang Daily, saying that on the morning of October 29th, Mr. Wang had a verbal dispute with a female urban management officer, and as they were about to settle down, several male officers arrived. She stated, “Property owner Mr. Wang insulted one of the young male officers, who then lost control of his emotions and physically assaulted him.”
The same female staff member mentioned that the police are currently investigating the matter. Preliminary information suggests that the assaulting urban management officer was a temporary worker and has been suspended. Other officers involved in the incident have also been suspended.
The property management office stated that while there was indeed an incident of a high-level property owner in the complex being assaulted by urban management officers that morning, the specifics were not entirely clear.
Mr. Wang, the assaulted property owner, mentioned that he was informed that the young urban management officer who attacked him was detained administratively. However, local authorities have not yet confirmed this information.
