Zhao Leqi’s younger brother Zhao Leqin’s former partner Qin Chuncheng fell from grace

On June 5, 2026, Qin Chuncheng, former Party Secretary of Hechi City and former Mayor of Guilin City in Guangxi Zhuang Autonomous Region, was placed under investigation. Qin Chuncheng had a long tenure in Guilin City, serving as a subordinate of Zhao Leqin, who was the brother of Zhao Leji, a member of the Political Bureau Standing Committee of the Chinese Communist Party.

According to the news published by the Central Commission for Discipline Inspection and the National Supervisory Commission on June 5, 2026, Qin Chuncheng, the secretary of the party group of the Overseas Chinese and Foreign Affairs Committee of the Guangxi Zhuang Autonomous Region Political Consultative Conference, is suspected of serious violations of discipline and law and is under investigation.

Qin Chuncheng, a Han ethnic minority born in May 1966 in Guigang, Guangxi, has held various positions throughout his career. He has served as Deputy Secretary and Secretary of the Communist Youth League Guigang Municipal Committee, Deputy Secretary of the Gangnan District Committee of Guigang City, Deputy Secretary of the Pingnan County Committee, Chairman of the Board of Directors and Party Secretary of the Jiangnan Investment and Construction Development Co., Ltd. in Guigang City, Deputy Secretary and Mayor of Guiping City, and various other positions in the government and party in Guangxi Zhuang Autonomous Region and Guilin City.

Qin Chuncheng served as the Party Secretary of Hechi City from June 2021 to April 2026, overseeing the city for nearly five years. It is notable that Lantianli, former Deputy Party Secretary of the Guangxi Zhuang Autonomous Region and Chairman of the Guangxi Zhuang Autonomous Region Government, who was investigated a year ago, also hails from Yizhou in Hechi, Guangxi.

In the past year, there have been a series of investigations and removals of officials in Hechi City, including Wei Yongshan, the Party Secretary and Executive Vice Chairman of the Guangxi Autonomous Region General Federation of Trade Unions, who was investigated on May 29th, 2026. Many of these officials who have been dismissed had worked under the leadership of Qin Chuncheng during his tenure in Hechi.

Qin Chuncheng had a long career in Guilin City. He served in various positions from 2011 to 2021, including as Deputy Secretary of the Guilin Municipal Committee and Secretary of the Organizational Department of the Guangxi Zhuang Autonomous Region, Deputy Mayor of Guilin City, Secretary of the Party Group and Mayor of Lingui New District, Member of the Standing Committee of the Guilin Municipal Committee, Secretary of the Party Group, and Mayor of Guilin City.

During his time in Guilin, Qin Chuncheng worked alongside three different Party Secretaries: Liu Jun, Zhao Leqin, and Zhou Jiabin. Zhao Leqin held the position of Party Secretary of Guilin City for eight years, from February 2013 to February 2021. Qin Chuncheng worked under Zhao Leqin for nearly three years and later served as Deputy Secretary of the Guilin Municipal Committee and Mayor of Guilin City from November 2017 to June 2021.

Zhao Leqin, the brother of Zhao Leji, a current member of the Political Bureau Standing Committee of the Chinese Communist Party, served as Party Secretary of Guilin City from February 2013 to February 2021. Zhao Leqin had overseen the political landscape in cities such as Hezhou, Chongzuo, and Guilin, where a number of officials have been removed from their positions recently.

The current trend of investigations and removals has extended to other regions where Zhao Leqin had been in power, such as Hezhou, Chongzuo, and Guilin. Recent cases include the removal of Liang Guohua, Deputy Secretary of the Retired Cadres Working Committee of the Chongzuo Municipal Committee and Deputy Director of the Old Cadres Bureau, on May 11, 2026; and Gu Peilin, former Director of the Finance Bureau and Senior Researcher of Hezhou City, who was investigated on April 30, 2026. Additionally, investigations have led to the removal of Huang Yuan, former Deputy Secretary of the Party Working Committee and Executive Deputy Director of the Management Committee of the High-tech Industrial Development Zone in Hezhou, and Liu Zhiyong, former Party Secretary of the Agriculture and Rural Bureau of Hezhou City on April 3, 2026.
