A Chinese mainland spouse, Xu Chunying, was found guilty of following instructions from the Chinese Communist Party (CCP) to assist the candidacy of Huang Shanshan and Ko Wen-je, members of the People’s Party, in the Taipei mayoral election in 2022 and the presidential election in 2024. Xu was sentenced to 7 years in prison for violating the Anti-Infiltration Law. The New Taipei District Court in Taiwan pointed out that Xu’s actions, influenced by foreign hostile forces, interfered with Taiwan’s elections, severely damaging constitutional order and sovereignty.
The New Taipei District Court released a press statement today (11th) stating that Xu Chunying, originally from mainland China, obtained Taiwanese citizenship after arriving in 1998. She served as a director of the Taiwan New Residents Development Association and the chairman of the Cross-Strait Marriage Alliance. Together with Zhong Jinming, chairman of the Cross-Strait Marriage Coordination and Promotion Association, they frequently participated in cross-strait activities under the guise of serving mainland spouses.
Xu Chunying, Zhong Jinming, and others maintained close contact with Yang Wentao, director of the Cross-Strait Marriage and Family Service Center of the CCP Ministry of Civil Affairs, and Sun Xian, deputy director of the “Motherland Peaceful Reunification Promotion Committee” of the Shanghai Municipal Committee of the CCP Revolutionary Committee. They continuously reported to them on the involvement of Taiwan’s mainland spouse leaders in politics, related activities, speeches, and jointly planned to expand the political influence of mainland spouses in Taiwan.
The judgment mentioned that in May 2021, Xu Chunying sent a photo with Huang Shanshan to Yang Wentao and reported that the former vice mayor of the People’s Party in Taipei, Huang Shanshan, would run for Taipei mayor in 2022 and expressed an interest in seeking the support of mainland spouse groups. Following Yang Wentao’s instructions, Xu Chunying and Zhong Jinming supported Huang Shanshan, which aligned with CCP policies and positions.
In September 2022, Xu Chunying reported to Sun Xian her support for Huang Shanshan, and received approval and instructions from Sun Xian to discuss setting up a support group for new residents for Huang Shanshan, with Zhong Jinming serving as the chairman of the support group. On September 25, 2022, during Huang Shanshan’s campaign headquarters establishment meeting, the two appeared together to support her. Xu Chunying regularly reported to Sun Xian on her participation in Huang Shanshan’s campaign activities and election results.
Following Sun Xian’s instructions, Xu Chunying maintained contact with Huang Shanshan and, starting in January 2023, after contacting the then chairman of the People’s Party, Ko Wen-je, and members of the party, she learned of the party’s intention to form a committee for new residents and to appoint her as the chairperson, with a willingness to include her on the non-constituency legislator list.
Xu Chunying then reported to Yang Wentao and Sun Xian about her contact with the People’s Party and confirmed her support for Ko Wen-je’s candidacy for the 2024 presidential election in line with CCP policies and positions. She subsequently requested to be included on the non-constituency legislator security list and mobilized mainland spouses to support Ko Wen-je. In addition to promoting Ko Wen-je at a People’s Party press conference in November 2023, Xu Chunying also publicly supported him at the party’s pre-election event in January 2024.
Furthermore, Xu Chunying and her friend Luo Ying, knowing that Sun Xian, a mainland Chinese national, was not permitted to enter Taiwan without permission, still invited Sun Xian to Taiwan in the name of Luo Ying’s company for business activities. They submitted a deceptive application to the National Immigration Agency of the Ministry of the Interior, falsely declaring that Sun Xian had not held positions in political or party organizations in mainland China, and submitted a forged itinerary to obtain entry permission, allowing Sun Xian to enter Taiwan from October 14 to 24, 2025.
Moreover, Xu Chunying was involved in illegal currency exchange operations involving Chinese yuan, US dollars, and other currencies, with transactions totaling over NT$24.56 million, resulting in illegal gains of over NT$210,000. She conspired with Luo Ying’s company to forge labor insurance records and employment certifications for her daughter Bu Qizheng, using Bu Qizheng’s name to fraudulently obtain a bank loan of NT$26.97 million.
The collegiate bench pointed out that Xu Chunying and Zhong Jinming enjoyed the stable, democratic, legal, and human rights-protected life in Taiwan but failed to resist the dispatch of personnel from the CCP party and administrative authorities. They exploited their actual influence among mainland spouse groups, actively supporting specific candidates in Taiwan’s presidential and mayoral elections in line with foreign hostile forces’ instructions, severely disrupting constitutional order, damaging sovereignty, corrupting social morality, and undermining the fairness of Taiwan’s electoral system.
The collegiate bench sentenced Xu Chunying to 2 years imprisonment for violating the Anti-Infiltration Law by supporting a mayoral candidate and actively campaigning, 2 years and 2 months for campaigning for a presidential candidate and promoting the candidate through media, 1 year and 8 months for violating banking laws by engaging in illegal domestic and foreign currency exchange operations, 1 year and 5 months for participating in a fraudulent scheme involving three or more people, and 1 year and 4 months for aiding Sun Xian’s illegal entry into Taiwan under the law governing people-to-people relations between the mainland and Taiwan, totaling 7 years of imprisonment.
Zhong Jinming was sentenced to 2 years imprisonment for jointly violating the Anti-Infiltration Law. Luo Ying was sentenced to 1 year and 2 months for participating in a fraudulent scheme involving three or more people, and another 1 year and 2 months for aiding the illegal entry of mainland Chinese nationals into Taiwan, totaling 2 years imprisonment. Bu Qizheng admitted to the crime and reached a settlement agreement with the bank, receiving a 1-year prison sentence for collusion in fraud and a 4-year probation. The verdict can be appealed.
