Anhui Guoyuan Financial Holdings Group’s former general manager Guo Shigang and Wu Tian were investigated on July 28 and April 17, 2026, respectively. Both of them had previously worked at the offices of the Anhui Provincial Committee of the Communist Party of China (CPC) and the provincial government.
On July 28, 2026, the Central Commission for Discipline Inspection of the CPC and the National Supervisory Commission investigated Guo Shigang, the former general manager of Anhui Guoyuan Financial Holdings Group Limited, on suspicion of serious disciplinary violations, according to a report from the Anhui Provincial Commission for Discipline Inspection and Supervision.
Guo Shigang, born in August 1956 in Wangjiang, Anhui Province, graduated from the Chinese Department of Anhui University. He had worked in various positions in the Anhui Provincial Committee Policy Research Office, the Secretary’s Office, and the General Office earlier in his career. After entering the financial field, he served as assistant general manager, deputy general manager, and member of the party group of Anhui Provincial International Trust and Investment Corporation, as well as a party committee member, deputy general manager, and deputy secretary of the party committee of Anhui Guoyuan Holdings Group, among other roles. In September 2005, he assumed the position of general manager and deputy secretary of the party committee of Anhui Guoyuan Holdings Group and retired in April 2016.
On April 17, 2026, Wu Tian, the former deputy secretary of the Party Committee and general manager of Anhui Guoyuan Financial Holdings Group, was also reported to be under investigation.
Wu Tian, born in October 1964 in Suining County, Jiangsu Province, had previously served as the deputy secretary of the Communist Youth League Committee at Anhui Institute of Technology under the Ministry of Machinery Industry of the CPC. He held various positions in the Anhui Provincial Government Office, including deputy research fellow, director of several departments, and deputy director of the Office II (department level). From 2004 onwards, he successively served in leadership positions in Anhui Province’s highway companies and later took on roles within the Anhui Guoyuan Holdings Group. He was promoted to deputy secretary of the Party Committee and general manager of Anhui Guoyuan Holdings Group in November 2017.
Guo Shigang and Wu Tian had worked together at the Anhui Provincial Committee Office and the Anhui Provincial Government Office in the 1990s. Some self-media accounts on X platform claimed that Guo Shigang had served as the secretary of Lu Rongjing, the then Secretary of the Anhui Provincial Committee, while Wu Tian had been the secretary of Wang Yang, the then Deputy Secretary and Acting Deputy Governor of Anhui Province.
Wang Yang, a former member of the Politburo of the CPC, served as the Deputy Governor of Anhui Province from 1993 to 1998 and the Deputy Secretary and Acting Deputy Governor of Anhui Province from 1998 to September 1999. Lu Rongjing served as the Governor of Anhui Province from June 1987 to April 1989 and the Secretary of the Anhui Provincial Committee from April 1988 to August 1998.
In January 2020, Liu Jian, the former Party Secretary of Anhui Guoyuan Holdings Group, was also investigated. Liu Jian, born in December 1955 in Tongshan, Jiangsu Province, had held various positions in government agencies in Anhui Province before retiring in April 2016.
Liu Jian had been the Deputy Secretary General and Director of the Anhui Provincial Government Office from November 2010 to October 2013, serving as the chief aide to the then Governors Wang Sanyun (from December 2007 to December 2011) and Li Bin (from December 2011 to March 2013). Wang Sanyun was dismissed from his position as Vice Chairman of the Education, Science, Culture, and Health Committee of the National People’s Congress in July 2017 and was sentenced to 12 years in prison in April 2019. Li Bin was appointed as Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference in March 2018, and he stepped down in March 2023.
Guo Shigang, Wu Tian, and Liu Jian had all worked together at Anhui Guoyuan Financial Holdings Group.
Anhui Guoyuan Financial Holdings Group is a state-owned financial holding platform in Anhui Province, formed through the merger and reorganization of Anhui Provincial International Trust and Investment Company (established in 1981) and Anhui Trust and Investment Corporation (established in 1991) on December 30, 2000. The group, with registered capital of 6 billion yuan and total assets of nearly 230 billion yuan, holds controlling interests in Guoyuan Securities, Guoyuan Trust, and Guoyuan Insurance among other financial institutions, with businesses spanning securities, trusts, insurance, futures, and investments.
