On November 4, 2026, the Tennessee Bureau of Investigation (TBI) announced the successful capture of Jacob Allen Morley, a convicted murderer who had escaped from a local correctional facility. The apprehension followed a coordinated effort among local, state, and federal law enforcement agencies.
The TBI released a statement revealing that authorities received a tip indicating that Morley was hiding in a property located in Illinois, which had also reported a stolen truck. With this information, police were able to use automatic license plate recognition technology to track the stolen vehicle. They discovered that the truck was being driven through Missouri, prompting immediate action from local law enforcement agencies.
At approximately 11:34 AM local time on November 3, Missouri State Highway Patrol officers arrested Morley in Carroll County. During the arrest, authorities located three firearms inside the vehicle that had previously been reported stolen. Notably, the operation proceeded without any incidents.
Images released by officials depicted Morley in handcuffs as he was escorted out of a field by law enforcement officers.
The Missouri State Highway Patrol reported that the operation included the collaboration of the Kansas City Police Department, Independence Police Department, the FBI, the U.S. Marshals Service, and the Department of Homeland Security (DHS).
Morley, 28 years old, was previously convicted of first-degree murder in the killing of his colleague, Cody Birchfield, in 2022. He was sentenced to life in prison in June 2025. A request for a retrial submitted by Morley in May of this year was denied.
According to court records, Birchfield’s body was discovered in a metal toolbox in Morley’s home. A pathology report cited during the court proceedings indicated that Birchfield died from a gunshot wound to the back of the head, with shell casings matching those of firearms found in Morley’s residence. In addition to the murder charge, Morley faced convictions for vandalism, tampering with evidence, burglary, and resisting arrest.
Morley was initially arrested in 2022 after fleeing in a vehicle, leading police on a pursuit that crossed state lines into North Carolina.
On October 25, he escaped from the Northwest Correctional Complex located in Tiptonville, Tennessee, approximately 90 miles north of Memphis. The Tennessee Department of Corrections (TDOC) reported that surveillance footage captured Morley in prison attire as he traversed the prison perimeter around 11:30 PM that night. He subsequently stole a pickup truck from a nearby farm. This vehicle was discovered abandoned on the morning of October 27 in Marion, Illinois.
Following his escape, Morley was placed on the TBI’s Most Wanted list, with a reward of $2,500 offered for information leading to his whereabouts. On October 28, the total reward amount was increased to $15,000 through the collaborative efforts of the governor’s office, the TBI, and the U.S. Marshals Service, aimed at encouraging members of the public to provide any helpful tips.
The TBI acknowledged that the public contributed information during the investigation, although it has not been disclosed whether any rewards have been issued thus far.
The Northwest Correctional Complex, a men’s prison, has a capacity of up to 1,776 inmates, with security levels ranging from low to maximum security. Reports from CBS indicated that there have been numerous violent incidents at this facility in recent years. Notably, a grand jury recently indicted several individuals for multiple assaults on staff members and the murder of five inmates.
Tom Hatcher, the Republican chair of the Tennessee Senate’s legislative committee overseeing prison systems, expressed on October 28 that staffing shortages in Tennessee prisons present a significant concern. Danny H. Goodman Jr., the District Attorney for the region, also noted that staffing levels at the Northwest Correctional Complex have long been problematic.
This case highlights ongoing concerns about inadequate staffing in correctional facilities and the potential risks it poses to both staff and inmates, as well as the challenges in ensuring safety and security within the prison system.
