During the two sessions held in Lanzhou from January 28th to 30th, according to information from interviewees, the reception hall of the provincial petition bureau was filled with interceptors from various counties and cities.
In Gansu Province, Sun Jinxiu, a petition visitor from Wushan County, has been under surveillance by local petition bureau personnel, police, and town government officials starting from January 28th until the conclusion of the two sessions on January 30th.
On the afternoon of January 28th, after finishing work, Sun Jinxiu was followed and monitored by the deputy director (female) of the Wushan County petition bureau and the police. The deputy director kept making phone calls. As it got dark, when Sun Jinxiu was about to take the bus, she found the police and several town officials surrounding her, along with a white car. These individuals began to block her way, attempting to pull her into the car. In desperation, she ran onto the road to call the police. The police arrived and took them all to the police station.
Sun Jinxiu told a reporter that at the police station, the police made the Wushan County police officer who was monitoring her show his credentials, but he just flashed them in front of her. She was then detained at the police station, with the deputy director of the Wushan County petition bureau, two police officers, and three town officials, a total of six people, keeping watch over her until late at night.
“We left the police station at different times, but they used various means to track my movements. That night, the town government officials and a police officer from Wushan County monitored me. On January 29th, they continued to monitor me,” she said.
On January 30th, Sun Jinxiu arrived at the Gansu Provincial Petition Bureau in Chengguan District, Lanzhou City. She said, “The reception hall of the Gansu Provincial Petition Bureau was filled with interceptors from various places. There were around twenty or more personnel from the Wushan County petition bureau, police, and town government intercepting visitors in the province’s petition reception hall.”
“While I was reporting issues at the provincial petition bureau, the Wushan County police also came in to listen, saying to the bureau’s leaders that I had signed an agreement to withdraw my petition, trying to prevent the leaders from intervening in my case, which was nonsense!”
“After coming out of the provincial petition reception hall, they continued to monitor me. Around six o’clock in the evening, when I went to the city’s assistance station seeking help, two interceptors from Wushan County followed me into the station, spreading false information to the station staff. Eventually, the station staff combined my return ticket home with the interceptors’ ticket. The Wushan County police interceptors sat next to me, sneakily taking pictures.”
She stated, “These past few days have been torturous, causing me severe chest pain and exacerbating my heart condition.”
