Former Deputy Director of the State Administration of Radio and Television of the People’s Republic of China Yang Xiaowei indicted

Yang Xiaowei, the former Deputy Director of the Education, Science, Health and Sports Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference, has been indicted. In April last year, Yang, who was under investigation while in office, previously served as the Deputy Director of the State Administration of Radio and Television, and General Manager of China Telecom Group Limited.

On April 2nd, according to the official Chinese media Xinhua News Agency, the investigation into Yang Xiaowei’s alleged bribery case, the former Deputy Director of the Education, Science, Health and Sports Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference, has concluded and has been transferred to the prosecution for review and indictment.

The Supreme People’s Procuratorate has decided to arrest Yang Xiaowei on suspicion of bribery and has designated the Xiangyang City People’s Procuratorate in Hubei Province to review the case for indictment. Recently, the prosecution has filed a public prosecution with the Xiangyang Intermediate People’s Court.

The prosecution alleges that Yang Xiaowei, taking advantage of his positions as the former Deputy General Manager of China Unicom Limited, Deputy General Manager and General Manager of China Telecom Group, Deputy Director of the State Administration of Radio and Television, and Deputy Director of the Education, Science, Health and Sports Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference, used his authority and status to seek benefits for others, illegally accepting a particularly large amount of property, and should be held criminally responsible for the crime of accepting bribes.

On April 17th last year, Yang Xiaowei was officially announced to have been ousted from his position.

Public records show that Yang Xiaowei was born in September 1963 in Chongqing and started working in July 1981. Yang Xiaowei worked in Chongqing in his early years, holding positions such as Deputy Director of the Chongqing Telecommunications Bureau, Deputy Director of the Municipal Telecommunications Management Bureau, and Director of the Municipal Communications Management Bureau.

In 2002, Yang Xiaowei became the General Manager of the Chongqing branch of China Unicom, and later held positions as General Manager of the Guangdong branch of China Unicom, Deputy General Manager, and Director of China Unicom.

In 2008, Yang Xiaowei was appointed as a Director and Deputy General Manager of China Telecom Group, and in 2016, he became a Director and General Manager.

In June 2017, Yang Xiaowei left China Telecom and served as the Deputy Director of the Office of the Central Cyberspace Affairs Commission of the Communist Party of China and the Deputy Director of the State Internet Information Office (referred to as the State Internet Information Office, abbreviated as State Network Information Office). In May of the following year, he became the Deputy Director of the Office of the Central Cyberspace Affairs Commission and the Deputy Director of the State Network Information Office.

In August 2021, Yang Xiaowei was appointed as the Deputy Director of the State Administration of Radio and Television, and in March 2023, he concurrently served as the Deputy Director of the Education, Science, Health, and Sports Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference.

In December 2023, Yang Xiaowei stepped down from his position as Deputy Director of the State Administration of Radio and Television and only retained the aforementioned CPPCC position until he was investigated.
