Former Mayor of Wuhan, Zhou Xianwang, Sentenced to 14 Years in Prison for Hinting at Beijing’s Concealment of the Epidemic.

Former Vice Chairman of the Hubei Provincial Committee of the Chinese People’s Political Consultative Conference Zhou Xianwang was accused of embezzling for 22 years and accepting bribes totaling over 60.5 million Chinese yuan. In the early stages of the COVID-19 outbreak in 2020, the then mayor of Wuhan, Zhou Xianwang, publicly hinted that the main responsibility for concealing the epidemic lay with the central government.

According to the Supreme People’s Court of the Chinese Communist Party, Zhou Xianwang was sentenced to 14 years in prison on October 10 by the Intermediate People’s Court of Shangqiu City in Henan Province for accepting bribes, and was fined 5 million yuan.

The court stated that from the first half of 2003 to May 2025, Zhou Xianwang took advantage of his positions as Vice Secretary of the Enshi Tujia and Miao Autonomous Prefecture Committee in Hubei Province, Secretary of the Party Group and Director of the Business Department of Hubei Province, Secretary of the Huangshi Municipal Party Committee, Vice Governor of Hubei Province, Vice Secretary of the Wuhan Municipal Party Committee, Deputy Mayor, Acting Mayor, Mayor, Party member of the Chinese People’s Political Consultative Conference in Hubei Province, Vice-Chairman of the Chinese People’s Political Consultative Conference in Hubei Province, and other positions of leadership, for his convenience, power, or status, in facilitating units and individuals in matters such as engineering contracts, business operations, and administrative approvals, and received a total of over 60.5 million yuan worth of money and goods from the aforementioned units and individuals.

The court stated that Zhou Xianwang’s amount of corruption was particularly huge. Considering that there were attempted acts of corruption in Zhou Xianwang’s crimes, he truthfully confessed his crimes, voluntarily disclosed most of the bribery facts that the investigating authority had not yet uncovered, actively returned the stolen goods, and most of the actual proceeds of the bribes had been recovered. He was given a lighter punishment as a result.

Earlier this year, it was officially announced that Zhou Xianwang was expelled from the Chinese Communist Party and dismissed from public office due to leading a corrupt and decadent life and being involved in transactions of power, money, and sex.

Public records show that Zhou Xianwang was born in November 1962 in Hubei Province, where he held various positions in the local government, including Director of the Business Department of Hubei Province, Director of the Foreign Investment Office of the province, and Secretary of the Huangshi Municipal Party Committee. He became the Vice Governor of Hubei Province and the Mayor of Wuhan in 2017.

In late 2019, Wuhan, Hubei Province, witnessed the outbreak of the novel coronavirus (COVID-19, referred to as the CCP virus). On the afternoon of December 30, 2019, Dr. Ai Fen from Wuhan Central Hospital shared a test report in a WeChat group, showing that a patient had tested positive for certain indicators related to the SARS coronavirus with high confidence. This information quickly reached Dr. Li Wenliang, who posted a warning in a WeChat group of his classmates. Subsequently, Li Wenliang was subjected to official repression.

In early January 2020, Wuhan police summoned eight individuals who were spreading information about the epidemic on the internet under the pretense of spreading rumors. The authorities then claimed for several days that the epidemic was “preventable and controllable.” Due to the concealment of the truth by the Chinese Communist Party, the epidemic spiraled out of control and rapidly spread worldwide, causing countless deaths.

At the beginning of 2020, the top officials of Hubei Province and Wuhan City were heavily criticized on social media for their alleged cover-up and delayed reporting of the epidemic. Mayor Zhou Xianwang of Wuhan publicly acknowledged the delay in disclosing information. However, during an interview with China Central Television on January 27, 2020, he hinted that the primary responsibility for concealing the epidemic in the early stages lay with the central government. He stated that as a local government, they could only disclose information after being authorized to do so.

Differences in handling Zhou Xianwang’s case existed within the Chinese Communist Party, according to Princeton China Society’s Executive Chairman Chen Kuide in an interview with Radio Free Asia. The authorities allowed Zhou Xianwang to step down to downplay discussions and accountability for the early stages of the epidemic.

In August 2021, former Secretary of the Hubei Provincial Party Committee, Jiang Chaoliang, took on a new position in the National People’s Congress of the Chinese Communist Party and was initially seen as having landed safely. However, on February 21, 2025, Jiang Chaoliang was investigated.

Independent commentator Cai Shenkun revealed on a self-media program that a friend familiar with Jiang Chaoliang had informed him of Jiang’s main problem: in May 2024, during a meal with a vice-ministerial official, Jiang reportedly said, “From the outbreak of the epidemic to the blocking of news and the handling of Li Wenliang, the Central Office strictly followed Xi Jinping’s instructions. As the Secretary of the Hubei Provincial Party Committee, every step taken in dealing with the epidemic was approved by the Party Central and Xi Jinping, including the lockdown of the Wuhan Institute of Virology and the closure and demolition of the Huanan Seafood Market, which were all direct orders from the Central authorities.”
