【Epoch Times News on October 21, 2026】The United States federal government will assist citizens in saving for retirement together. Starting from 2027, eligible individuals who deposit funds into their retirement accounts will have the opportunity to receive matching subsidies from the federal government, up to $1,000 per person per year, which will be directly deposited into their designated retirement accounts.
Karen Zhang, a Chinese woman from Los Angeles, received a letter from the Internal Revenue Service (IRS) on Monday, the 19th, informing her that she may qualify for the federal government’s retirement savings subsidy.
The letter stated, “Starting in 2027, the federal government will replace the ‘Saver’s Credit’ with the ‘Saver’s Match.’ The government will provide a matching subsidy of up to 50% of the amount you contribute to your retirement account each year.”
Upon hearing this news, Ms. Zhang was delighted, saying, “My company does have a 401(k) account set up for me, and I contribute to it every month. Now, with the federal government helping to save for retirement together, and with real money going into my account, this is indeed a great benefit.”
However, the IRS reminds that qualifying for the retirement subsidy requires meeting specific criteria such as income requirements and submitting Form 8880-A when filing taxes, or else the money will be missed.
Many people worry that this is a public benefit that may affect immigration status applications. The Office of Legal Counsel at the Department of Justice has provided legal guidance on whether Saver’s Match qualifies as a federal public benefit. Furthermore, the new public charge rule announced by the Department of Homeland Security in 2026 has taken effect, potentially impacting the review process of some immigration applications.
Therefore, individuals in the process of immigration should consult the latest regulations from federal agencies like the IRS and U.S. Citizenship and Immigration Services (USCIS) before applying for or receiving relevant assistance, or seek advice from a legitimate immigration lawyer based on individual circumstances.
According to the IRS website, to qualify for the retirement account matching subsidy, individuals must meet all the “basic” requirements, including having retirement savings, being at least 18 years old by December 31, 2027, not being categorized as a specific student as mentioned in Section 152(f)(2) of the U.S. tax law, not being claimed as a dependent by parents or others, and meeting the residency requirements of the U.S. tax law.
Additionally, the annual income must not exceed certain limits. Accepted retirement account types recognized by the IRS include Roth IRA, 401(k), SIMPLE 401(k), 403(b), SIMPLE IRA, SEP IRA, and more.
The IRS states that this new subsidy program will begin from the 2027 tax year, and eligible individuals can apply for the matching retirement subsidy when filing their federal income taxes for 2027 by submitting Form 8880-A in 2028.
As per the current regulations, the federal government can provide a matching subsidy of up to 50% of an individual’s qualifying retirement savings amount. For instance, individuals eligible for the “full subsidy” who deposit $2,000 into their retirement account annually can receive a maximum federal subsidy of $1,000.
If both spouses, each eligible for the “full subsidy,” deposit $2,000 into their retirement accounts, each person can receive a maximum subsidy of $1,000. The subsidy will be directly deposited into the designated qualified retirement account of the applicant.
It is important to note that the funds in the retirement account are intended for long-term savings. If withdrawals are made before reaching 59.5 years old, additional taxes may be incurred along with relevant restrictions.
The eligibility for the “full subsidy” is closely tied to the applicant’s income, and not everyone will qualify for the maximum $1,000 subsidy.
The IRS regulations stipulate that the eligibility for the subsidy and the percentage of matching subsidy depend on an individual’s modified adjusted gross income (MAGI) and tax filing status. The income thresholds for 2027 are provided below, with future limits adjusted based on inflation.
This plan will commence in 2027. The IRS specifically reminds that the subsidy will not be automatically deposited, and applicants must submit Form 8880-A when filing their 2027 federal income tax return.◇
