Former senior official at the Central Commission for Discipline Inspection sentenced to 12 years in prison. He was a former subordinate of Wang Qishan.

Former deputy director of the Central Commission for Discipline Inspection of the Communist Party of China (CCDI), Xu Chuanzhi, has been sentenced to 12 years in prison for bribery. It is reported that Xu Chuanzhi was highly trusted during his time working under the leadership of Wang Qishan.

According to China Central Television (CCTV), on October 8th, the Intermediate People’s Court of Ningbo, Zhejiang Province, sentenced Xu Chuanzhi to 12 years in prison and imposed a fine of 2.5 million yuan for the crimes of bribery and using his influence to accept bribes.

Xu Chuanzhi was accused of using his positions as head of relevant departments at the central discipline inspection commission, member of the Standing Committee and secretary of the Discipline Inspection Commission of the Ningxia Hui Autonomous Region, director of the Supervision Commission, and deputy director of the CCDI to provide assistance to units and individuals in matters such as project contracting, case handling, and job adjustments, illegally accepting a total of more than 10.72 million yuan in bribes from 2001 to 2023.

After retiring, Xu Chuanzhi was also accused of using his influence from his previous position as deputy director of the CCDI to provide assistance to units and individuals in project contracting through the actions of other national staff members, illegally accepting more than 25.87 million yuan.

Xu Chuanzhi was officially placed under investigation in October of last year. In January of this year, the Chinese Communist Party announced that Xu Chuanzhi had been expelled from the Party for being “disloyal, dishonest,” resisting investigation, intervening in disciplinary and law enforcement activities, judicial activities, and market economic activities, and having improper family influence.

Public records show that Xu Chuanzhi, born in February 1957 in Zhucheng, Shandong Province, worked in various positions within the discipline inspection system for 33 years after graduating from the Chinese Department of Northeast Normal University in 1982.

During Wang Qishan’s leadership at the CCDI, Xu Chuanzhi held several important positions. Starting in May 2013, he served as the director of the Party and government integrity supervision office of the Central Commission for Discipline Inspection, the leader of the discipline inspection team stationed at the National Ethnic Affairs Commission, a member of the Ethnic Affairs Commission Party committee, and in January 2018, he also took on the role of director of the Supervision Commission of Ningxia Hui Autonomous Region.

Xu Chuanzhi was also a member of the 19th CCDI and the leader of the 1st central inspection team of the 19th Central Committee of the Communist Party of China. In April 2022, the Chinese Communist Party announced the list of leaders of the 15 inspection teams for the 9th round of central inspection, including Xu Chuanzhi as the head of the 1st inspection team.

Xu Chuanzhi’s resume shows that he was mainly trusted and promoted during Wang Qishan’s leadership at the CCDI.

Since Xi Jinping took office, Wang Qishan served as a member of the Politburo Standing Committee of the Communist Party of China and later became the Vice President of China. Many of his close subordinates have encountered legal issues in recent years. Another former deputy director of the CCDI, Dong Hong, who followed Wang Qishan for many years, has been sentenced to death with a reprieve in 2022 for bribery.
