Recently, Deng Fuguo, the deputy director of the Financial Commission Office of the Zhejiang Provincial Committee of the Chinese Communist Party (CCP), was removed from the official website and his resume was taken down. Online sources suggest that Deng Fuguo is involved in a case of dinner party sexual assault and has been detained. Deng Fuguo had previously worked in the Zhejiang Provincial Committee Organization Department for an extended period of time and was a former subordinate of Cai Qi, the current member of the CCP Political Bureau Standing Committee who served as the Minister of the Zhejiang Provincial Committee Organization Department.
On June 11, 2026, mainland financial news websites reported that the resume of Deng Fuguo, the deputy director of the Financial Commission Office of the Zhejiang Provincial Committee, had recently been removed, with several online media outlets disclosing this change. The 49-year-old Deng Fuguo had previously worked in several government departments in Zhejiang Province and the removal of his resume took place abruptly while he was still in office.
About two weeks ago, on May 27, 2026, Sina Finance reported that Deng Fuguo’s information had been taken down from the official website of the Financial Commission Office of the Zhejiang Provincial Committee of the CCP. On March 6, 2026, Deng Fuguo, in his capacity as the deputy director of the Financial Office of the Zhejiang Provincial Committee, conducted research at the Zhejiang Intellectual Property Exchange Center.
Investigation conducted by reporters on June 12, 2026, revealed that the official website of the Financial Commission Office of the Zhejiang Provincial Committee listed Xu Guolong as the office’s manager, along with two other officials, excluding Deng Fuguo.
On June 7, 2026, the Chinese public account “Xiongtao Vision” on Zhihu revealed a trending case of dinner party sexual assault in the Zhejiang official circles. Deng Fuguo, the vice director of the Zhejiang Financial Office, was rumored to be the suspect and has been detained. Furthermore, Deng Fuguo’s resume has been removed from the leadership section of the Zhejiang Financial Office website. Allegedly, the mayor of a city under Ningbo, who organized the dinner party, has been dismissed, and all attendees of the party are facing severe consequences. By June 6, a chat log purportedly revealing the details of the sexual assault incident had surfaced online.
Reported by “Xiongtao Vision” and several accounts on an overseas platform, around late May 2026, the mayor of Cixi City, under the administration of Ningbo, Zhang Cheng, hosted a banquet in Hangzhou for Deng Fuguo, the deputy director of the Zhejiang Financial Office. During the banquet, Deng Fuguo invited several former heads of departments from the Zhejiang Provincial Committee Organization Department and other individuals. It was rumored that Deng Fuguo sexually assaulted a female colleague in the restroom after consuming alcohol. Subsequently, the incident rapidly escalated. On June 5, 2026, a meeting of the Standing Committee of the Zhejiang Provincial Committee was held, resulting in the collective dismissal of officials involved in the dinner party incident; on the same afternoon, the Standing Committee of the Ningbo Municipal Committee decided to dismiss Zhang Cheng; and that evening, the Standing Committee of the Cixi Municipal Committee convened a meeting appointing the Deputy Mayor in charge of the city government.
There has been a series of cases involving sexual assault committed by CCP officials. Some recent cases include the sexual assault by three public officials in Lingyun County, Baise City, Guangxi in November 2025; the case of sexual assault by Qiu Jixing, the chairman of Hunan Airport Management Group Co., Ltd., in April 2025; and the case of Li Qiuping, the former Party Chief of Anyuan County, Ganzhou, Jiangxi, assaulting a female cadre from a central national institution in February 2023.
According to publicly available information, Deng Fuguo was born in August 1977, holds a postgraduate degree, and a Doctor of Law. He had a long history of working in the Zhejiang Provincial Committee Organization Department. In June 2021 at the latest, he moved into the financial regulatory system and held various positions within the Zhejiang Provincial Department of Local Financial Supervision, including as a member of the party committee and director of personnel and education; a member of the party committee, director of personnel, and a grade three researcher of the Zhejiang Provincial Department of Local Financial Supervision; and since January 2024, he served as the deputy director of the Financial Commission Office of the CCP Zhejiang Provincial Committee, concurrently as the deputy director of the Zhejiang Provincial Department of Local Financial Management, and a member of the Financial Work Commission of the CCP Zhejiang Provincial Committee, responsible for personnel matters and assisting in coordinating regulatory functions.
It is noteworthy that Deng Fuguo is a former subordinate of Cai Qi, the current member of the CCP Political Bureau Standing Committee and director of the Party’s General Office.
During Cai Qi’s tenure as the member of the CCP Zhejiang Provincial Standing Committee and Minister of the Organization Department, Deng Fuguo held positions such as the deputy researcher of the Zhejiang Provincial Committee Organization Department Research Office, serving under Cai Qi for nearly four years.
Around the same time as Deng Fuguo’s incident, Dong Guibo, the former Secretary of the Party Committee and Director of the Zhejiang State-owned Assets Supervision and Administration Commission, surrendered himself on May 29, 2026, and is under investigation. Dong Guibo was once vigorously promoted by Cai Qi.
During Cai Qi’s term as a member of the CCP Zhejiang Provincial Standing Committee and Minister of the Organization Department, Dong Guibo served as the deputy director of the Zhejiang Provincial Committee Organization Department Research Office, working as a subordinate under Cai Qi. Subsequently, he was promoted to the deputy director of the Zhejiang State-owned Assets Supervision and Administration Commission, the committee member of the party, and the deputy mayor of Taizhou City.
