On March 13, the disciplinary committee of the Communist Party of China in Shandong Province announced the downfall of three high-ranking officials. The three individuals are Tang Fuquan, deputy director of the Shandong Provincial People’s Congress Legal Committee; Su Like, former deputy director of the Shandong Provincial People’s Congress Supervision and Justice Committee; and Liu Shengqin, director of the Qingdao Municipal Committee Propaganda Department.
According to Caixin’s report, 62-year-old Tang Fuquan had previously held positions in Zibo and Tai’an, and served as the director of the Tai’an People’s Congress Standing Committee. Su Like, 63, is a local official from Weifang, having served as the chairman of the Weifang Political Consultative Conference and the Standing Committee of the People’s Congress, and is the only retiree among the three. Liu Shengqin, a 58-year-old female official, had worked in Weifang, Liaocheng, Weihai, and Qingdao, and is the only one actively serving in the party and government. Her last public appearance was on February 14 before the Chinese New Year in 2026 when she led a team to visit and offer condolences in Pingdu.
Public records show that Tang Fuquan was born in Rongcheng, Shandong in September 1963, started working in July 1989, graduated with a master’s degree in Economics and Management from Shandong University’s School of Economics, and is currently serving as the deputy director of the 14th Legal Committee of the Shandong Provincial People’s Congress.
Su Like, born in Anqiu, Shandong in September 1962, started working in July 1981, holds a master’s degree in law, and had served as the deputy director of the Supervision and Justice Committee of the Shandong Provincial People’s Congress.
Liu Shengqin, born in November 1967, holds a Master of Business Administration degree. She currently serves as a member of the Qingdao Municipal Committee, director of the Propaganda Department, secretary of the Education Working Committee of the Municipal Committee, and chairperson of the Municipal Federation of Social Sciences.
