Xinjiang Production and Construction Corps undergoes major cleansing, Commander’s activities unusual, Deputy Commander “missing”.

A series of high-ranking officials of the Xinjiang Production and Construction Corps (XPCC) fell from power, including Deputy Commander Li Xu, while XPCC Commander Xue Bin did not give the usual work deployment at the recent XPCC Party Committee meeting and Deputy Commander Li Guo was conspicuously absent with unknown whereabouts.

Amid rumors after his removal from the position of Party Secretary of Xinjiang and the XPCC Party Committee in July 2025, Ma Xingrui, a member of the Political Bureau of the Communist Party of China, continues to be entangled in troubles. Both the political scene in Xinjiang and the XPCC have been continuously cleaned up.

On February 26, 2026, the official website of the Central Commission for Discipline Inspection of the Communist Party of China reported that Mu Zongyi, a former member of the Party Committee and Deputy Director of the Xinjiang Autonomous Region Public Security Department, was under investigation for “serious violations of discipline and law”.

Public information shows that Mu Zongyi previously served as a member of the XPCC Public Security Bureau Party Committee and Deputy Director.

On January 8, 2026, the official website of the Central Commission for Discipline Inspection reported that Li Xu, a member of the XPCC Party Committee and Deputy Commander, was taken down.

Li Xu was a subordinate of Ma Xingrui when he was in charge of Xinjiang. Ma Xingrui took over as Party Secretary of the Xinjiang Uygur Autonomous Region and concurrently served as the First Political Commissar and the First Secretary of the XPCC Party Committee at the end of December 2021. Subsequently, Li Xu was promoted to Deputy Commander of XPCC in June 2022, Deputy General Manager of China Xinjian Group Corporation; he later became a member of the XPCC Party Committee, concurrently serving as the Secretary-General, and the Secretary of the Working Committee directly under the XPCC Party Committee.

According to the XPCC Discipline Inspection Commission, on January 22, 2026, Ruan Boping, a former first-level inspector of the Second Division of the Xinjiang Production and Construction Corps, was investigated. Ruan Boping previously held positions such as Member of the Tenth Division Party Committee and Deputy Division Commander, Member of the Second Division Party Committee and Deputy Division Commander.

From mid-April to the end of June 2025, during the stay of the Thirteenth Central Inspection Team of the Communist Party of China in the XPCC, Song Quanwei, Member of the Party Committee and Deputy Director of the Caohu Project Area, Wang Shengping, former Party Secretary of Beitun City of the Tenth Division, Wang Zhenyu, Member of the Party Committee and Political Commissar of the 4th Regiment of the First Division, were successively implicated.

Subsequently, other high-ranking officials of the XPCC who fell from grace included: Yao Xiaoqin, former member of the Standing Committee of the Party Committee of Tumushuk City in the Third Division (August 29, 2025); Ning Feng, Secretary of the 29th Division Party Committee and Political Commissar, Second Level Inspector (October 28, 2025); and Yang Zengyu, Secretary of the 8th Division Party Committee and Political Commissar (December 8, 2025).

According to official introduction, the Xinjiang Production and Construction Corps is the last existing production and construction corps in China, a unique social organization that combines border defense and reclamation, implementing a system of “unity of party, government, military, and enterprise”. The XPCC is a vice-provincial (ministerial) unit planned by the State Council; established in 1954, it was reorganized from the Communist Party’s stationed troops in Xinjiang, including a large part of the Second Army, Fifth Army, Sixth Army, and all the personnel of the Twenty-Second Corps.

According to the Xinjiang Daily, on February 1, 2026, the 11th plenary session of the 8th Committee of the XPCC was held. Chen Xiaojiang, Party Secretary of Xinjiang Autonomous Region, First Secretary of the XPCC Party Committee, and First Political Commissar, attended the meeting and delivered a speech.

He Zhongyou, Party Secretary and Political Commissar of the XPCC, presented a work report and made concluding remarks. PC members Xue Bin, Liu Jianming, Li Zhengguo, Zhang Wensheng, Ha Zengyou, Li Yonghong, Wan Ping, Zhu Xuebing, and Yang Hongbin attended the meeting.

A year ago, on January 8, 2025, the 9th plenary session of the 8th Committee of the XPCC was held; apart from Chen Xiaojiang, He Zhongyou, and Xue Bin, PC members Liu Jianming, Li Zhengguo, Li Guo, Zhang Wensheng, Ha Zengyou, Li Yonghong, Li Xu, and Zhu Xuebing attended the meeting.

Two years ago, on January 12, 2024, the 7th plenary session of the 8th Committee of the XPCC was held; apart from Chen Xiaojiang, Li Yifei, Party Secretary and Political Commissar of the XPCC, delivered a work report and speech. PC members Liu Jianming, Li Zhengguo, Liu Xinjian, Zhang Wensheng, Jiang Xinjun, Ha Zengyou, Li Yonghong, Li Xu, and Zhu Xuebing attended the meeting.

Therefore, in comparison with the previous two years, at the plenary session of the XPCC held on February 1, 2026, Xue Bin, Commander of the XPCC, did not make specific arrangements for the economic work of the XPCC as usual; his name only appears at the end of the list of PC members who attended the meeting.

Public information shows that Xue Bin, born in April 1966 in Wubu County, Yulin City, Shaanxi Province, previously served as a member and Secretary-General of the Turpan Prefecture Committee in Xinjiang, the Party Secretary of Kuwei, the Secretary of the Kurla Municipal Party Committee in Bayingol, the Deputy Secretary of the Urumqi Municipal Party Committee, and the Deputy Mayor. He was the Secretary of the Tacheng Prefecture Committee and other positions. In September 2021, he was appointed Vice Chairman of the Xinjiang Autonomous Region Government.

After Ma Xingrui took office as the Party Secretary of the Xinjiang Autonomous Region and the First Secretary of the XPCC Party Committee at the end of December 2021, Xue Bin took office as the Deputy Secretary and Commander of the XPCC Party Committee in January 2022 and General Manager of China New Construction Group.

The official reports also show changes in the list of members who attended the XPCC Party Committee plenary.

At the 11th plenary session of the XPCC held on February 1, 2026, in addition to Chen Xiaojiang, Party Secretary and First Political Commissar of the XPCC, He Zhongyou, Party Secretary and Political Commissar, and Xue Bing, Deputy Secretary and Commander, the PC members who attended the meeting included Liu Jianming, Li Zhengguo, Zhang Wensheng, Ha Zengyou, Li Yonghong, Wan Ping, Zhu Xuebing, and Yang Hongbin.

Public information shows that Liu Jianming and Li Zhengguo currently serve as Vice Secretaries and Vice Commissars of the XPCC; Zhang Wensheng serves as a Standing Committee member, Vice Commissar, and Minister of the Organization Department of the XPCC; Zhu Xuebing serves as a Standing Committee member, Vice Commissar, and Secretary of the Politics and Law Committee; Ha Zengyou, Li Yonghong, and Wan Ping serve as Standing Committee members and Deputy Commanders of the XPCC; Yang Hongbin serves as a Standing Committee member, Secretary, and Political Commissar of the New Star City Party Committee in the Thirteenth Division.

At the 9th plenary session of the XPCC held on January 8, 2025; apart from Chen Xiaojiang, He Zhongyou, and Xue Bing, the PC members who attended the meeting included Liu Jianming, Li Zhengguo, Li Guo, Zhang Wensheng, Ha Zengyou, Li Yonghong, Li Xu, and Zhu Xuebing.

By comparing the attendance lists of the two plenary sessions, it can be seen that there have been changes in the list of Standing Committee members of the XPCC, with Wan Ping and Yang Hongbin replacing Li Guo and Li Xu as members of the XPCC Standing Committee. Notably, Li Xu, Deputy Secretary and Deputy Commander of the XPCC, was taken down on January 8, 2026.

Li Guo, whose age is unknown, attended the 9th plenary session of the XPCC a year ago but was absent from the 11th plenary session held on February 1, 2026; his current whereabouts are unknown.

Public information shows that Li Guo previously served as a pilot, captain, squadron leader, battalion commander, staff officer, regimental commander, and brigade commander in a helicopter unit of a certain Chengdu Military Region, as well as Director of the Air Force Bureau of the Land Forces General Staff Headquarters. Li Guo attended the expanded meeting of the Xinjiang Military Region Party Committee in January 2024 and was appointed as Deputy Commander of the XPCC in September 2024, a position he held for less than one and a half years.
