Elon Musk has never been known for his humility. In March of this year, Musk announced plans to build a giant chip manufacturing plant, and in just five months, the facility, known as the Terafab and touted as the largest chip factory in history, has been selected to be located in Grimes County, Texas. Why choose this location? What advantages does Musk see in the area? Let’s analyze one by one.
This is not just Tesla building a semiconductor plant, but Musk’s vision is to vertically integrate the AI chip supply chain of Tesla, SpaceX, and xAI, creating an unprecedented large-scale semiconductor manufacturing park.
On August 6th, SpaceX, Tesla, and the Texas government officially announced that Terafab will be located near the Gibbons Creek Reservoir in Grimes County. The initial official disclosed capital investment for the first phase is over $16.8 billion, with plans to create at least three thousand job opportunities. The overall planned area covers 100 million square feet.
What does 100 million square feet mean? To put it into perspective, the area is equivalent to 2.5 soccer fields of a regular Target or Costco supermarket, while Musk’s factory area is equivalent to 2,300 soccer fields, or 10 Tesla Giga Texas factories.
The reason for such a staggering scale is because it aims to consolidate all traditional IC design, logic chip manufacturing, memory manufacturing, advanced packaging, and final testing processes, which are typically spread worldwide, into one massive park, breaking the traditional division of labor in the semiconductor industry.
Terafab boasts concentrating chip design, 2nm logic chip manufacturing, memory production, lithography technology, advanced packaging, and testing all within one super-sized park, significantly reducing the transportation time of wafers between different plants.
So what led Musk to decide to establish this super chip factory in Grimes County, Texas? There are six main reasons.
Most chip factories or industrial zones cannot provide such vast and integrated land, but Grimes County boasts extensive undeveloped and low-cost land that allows Musk to consolidate all the technology and processes needed for chip production in one park.
Grimes County’s approved SpaceX Reinvestment Zone spans over 22,000 acres, with the reservoir itself taking up thousands of acres. SpaceX plans to focus on the Gibbons Creek area as a core and expand outward with land acquisitions.
Additionally, chip manufacturing is a water-intensive industry where wafer cleaning, cooling, and ultra-pure water processes require a stable and abundant water source.
The Gibbons Creek Reservoir, located next to the planned Terafab site, was originally used to service the Gibbons Creek coal-fired power plant, providing industrial cooling water. After the power plant ceased operation, it left behind a very rare large industrial water asset.
At a local resident meeting in August, SpaceX executives even admitted that they chose this location not for groundwater but because the area had the capacity to store water.
Gibbons Creek originally housed a coal-fired power plant of about 470 MW, which ceased operation in 2018. The former plant assets include thousands of acres of land, the reservoir, dam, and related infrastructure for long-term industrial use.
Repurposing such existing industrial land is highly attractive for mega industrial projects because the land has previously supported large industrial facilities. Local economic development organizations clearly describe Terafab as a reutilization of the former Gibbons Creek power plant. In other words, Musk is not building a semiconductor plant in the middle of a completely undeveloped ranch.
In fact, Grimes County is strategically located at a pivotal point in the Texas Technology Triangle (Austin-Houston-Dallas). With a population of about 30,000, it is located approximately 100 miles east of Austin and about 70 miles northwest of Houston.
This location conveniently connects to Tesla’s Austin headquarters and is a short drive from Tesla’s Giga Texas headquarters and research center in Austin, facilitating prototype testing and mass production integration between the two technical teams.
Adjacent to the large ports of Houston and international airports, it is conducive to importing semiconductor equipment, chemical raw materials, and shipping chip products globally.
The Texas government has provided Terafab with long-term local tax exemptions and subsidies through the Jobs, Energy, Technology, and Innovation Program (JETI Act) and the Texas Enterprise Fund (TEF, offering a direct reward of $30 million), totaling hundreds of millions of dollars.
Furthermore, compared to California or other states in the U.S., Texas and local governments have fast processes for environmental impact assessments, land changes, and license issuance, aligning with Musk’s “rapid construction” ethos.
Another easily overlooked condition is Texas A&M University. Terafab’s site is only about 15-20 miles from Texas A&M.
Texas A&M itself has vast resources of engineering, electrical, materials, mechanical, chemical, computer science, and advanced manufacturing expertise. The College Station economic development data also lists Texas A&M engineering and technology graduates as one of the area’s most important labor advantages.
However, SpaceX has not publicly stated that they chose Grimes County primarily because of Texas A&M. This is a deduced site advantage based on geographical location and regional talent, and not an officially announced primary reason by the company.
When most people see a semiconductor plant site selection, their initial reaction may often be, “Is it because there is a strong transmission infrastructure here?” On the contrary, SpaceX currently plans to construct dedicated natural gas power generation facilities, use large-scale energy storage systems, and even build sewage treatment facilities and fire stations.
The initial plan does not rely on the ERCOT to supply the entire plant, meaning it is close to being a self-sufficient private mega-industrial city. Musk has found a place with huge water and land resources where he can establish his own energy system.
Although everything seems promising, the future will have a profound impact on the local economic development. However, for existing residents, they may not necessarily want their established way of life disrupted.
Residents of Grimes County are concerned that such a massive project will impact their community. Therefore, they have formed the Grimes County Citizens Responsible Development Alliance (GCCRD) to ensure that their concerns are taken seriously.
According to Forbes magazine, GCCRD leader Marie Egyed moved from Houston to Grimes County eight years ago with the goal of experiencing a peaceful rural life.
Egyed mentioned that she understands that they cannot stop the project from progressing—she and many others are not inherently against community development. They simply hope to receive proper supervision, transparency, and a voice in decision-making.
She regretfully commented, “We are entering an era where corporate power overrides the government. We are witnessing this transition now.”
GCCRD has put forward a 12-point proposal aimed at providing absolute and measurable protection for any data centers or related infrastructure settled in their county.
“It protects our water sources, emergency services, and roads. At the same time, it also protects our county, ensuring that the county government has enough legal representation when negotiating with companies like SpaceX.”
Egyed noted that while the project is touted as an economic boon for the community, she and others are concerned about how the semiconductor plant will impact local living costs and quality of life.
Meanwhile, Musk has already started clearing the land in the area, prompting some residents to make difficult decisions—whether to stay or choose to leave their original homes. ◇
