Before the Fifth Plenary Session of the CCP Central Committee, stability maintenance levels up, Beijing petitioners are detained.

The 5th Plenary Session of the Chinese Communist Party (CCP) is scheduled to be held in Beijing on October 26th, according to information provided by residents of Beijing. This year, the crackdown on stability maintenance has started earlier than usual and has been exceptionally severe, with multiple human rights activists being surrounded, monitored, and even placed under house arrest.

On October 13th, human rights activists Ye Hongxia, Lin Chunfen, and Zhao Yonghong were dining out together in Beijing when they were violently surrounded by government personnel and security guards outside Zhao Yonghong’s home.

Zhao Yonghong told Epoch Times, “They wouldn’t let us leave, the deputy director of the Enjizhuang Police Station also arrived. I asked if they had any legal basis for detaining us, but there was none. They said: the leaders above said you can only stay at home. They are illegally detaining you, what can you do?”

More than ten years ago, Zhao Yonghong’s father’s residence was forcibly confiscated by the Housing Management Office without any prior notice. Due to their insistence on defending their rights, Zhao Yonghong and her parents have been subjected to long-term surveillance for stability maintenance. During sensitive periods, the Enjizhuang Police Station would send personnel to blockade them separately in their own homes, prohibiting them from going out.

Since the CCP’s military parade on September 30, 2025, Zhao Yonghong has been confined to her home for a total of more than 60 days. “Security guards block the entrance, I can’t even open the door. The police even went to my son’s school, looking for counselors and school leaders to harass my son.”

Starting from October 12th, Zhao Yonghong and her elderly parents were once again confined to their homes by the Enjizhuang Police Station, where security guards delivered their meals. After Zhao Yonghong was intercepted while trying to go out on the 13th, the security guards did not deliver meals to her and her parents until 6:30 p.m. on the 14th. Despite making repeated calls to the police, she received no response. In desperation, Zhao Yonghong was forced to open her window in the middle of the night to cry for help and protest against the confinement.

Zhao Yonghong stated that she herself will not give up on defending her rights. “My demands are: firstly, to lift the illegal detention; secondly, for the responsible police personnel to receive appropriate punishment; thirdly, for compensation to be made for the persecution of my parents and me.”

Beijing human rights activist Lin Chunfen has also been subjected to strict surveillance. On September 22nd, when she went to register a case at the Beijing High Court, she was physically assaulted and injured by security guards from the Xiaohongmen Police Station. After reporting the incident to the police, no case was filed. Lin Chunfen told Epoch Times that she has been under close surveillance for a long time. “They won’t let me travel, just confine me at home. When I go out, there are police officers and security guards following me.”

On the morning of September 28th, when Lin Chunfen prepared to go out, she found security guards and police officers stationed at her doorstep. “I called the police and dialed the 12345 citizens’ service hotline, but no one responded.”

“The behavior of the police has made me extremely angry and unable to bear it.” Lin Chunfen said that in the afternoon of that day, she attempted to jump from the third-floor window of her room but was stopped by a friend. Around 2 a.m., she tried again to escape through the window on the third floor.

A friend told her that the director of the Zhongguancun Police Station, along with two to three dozen people, was searching for her everywhere, including searching her friend’s home and going door-to-door in the “petitioners’ village.” Eventually, Lin Chunfen was found in the woods. “The three deputy station chiefs of Zhongguancun, along with a leader from the Haidian Sub-Bureau, grabbed my neck, pushed me to the ground, and cursed at me.”

Lin Chunfen stated that this year, the stability maintenance measures in Beijing seem to be even more severe.

From October 12th to 13th, Beijing held the “Reform Forum for Handling Complaints Promptly.” Lin Chunfen believes that since no one responded to her repeated calls to the 12345 hotline, this was a good opportunity to address and resolve issues on the spot. On the 13th, when she went to the venue, she was blocked outside.

She expressed that the CCP’s expenditure on stability maintenance exceeds the military budget, causing ordinary people to live in extreme hardship, filled with anger. “If they push me to the edge one day, I will fight back and go down with them.”
