On April 16, the official announcement from the Chinese Communist Party stated that Zhou Xianwang, former party member and vice chairman of the Hubei Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), was transferred to the prosecutor’s office for investigation and prosecution on suspicion of bribery. The Supreme People’s Procuratorate made the decision to arrest Zhou Xianwang on charges of bribery.
During his tenure as mayor of Wuhan, Zhou Xianwang shifted the blame for concealing the responsibility of the COVID-19 outbreak onto senior CCP officials, which gained attention.
The indictment accuses Zhou Xianwang of using his positions such as Deputy Secretary and Governor of the Enshi Tujia and Miao Autonomous Prefecture of Hubei Province, Secretary of the Party Committee and Director of the Commerce Department of Hubei Province, Secretary of the Huangshi Municipal Party Committee, Member of the Party Group and Deputy Governor of the Hubei Provincial Government, Deputy Secretary, Deputy Mayor, Acting Mayor, and Mayor of Wuhan, Member of the Party Group and Vice Chairman of the Hubei Provincial Committee of the CPPCC, as well as positions as a vice-provincial-level leading cadre of the Hubei Provincial Committee of the CPPCC, to seek benefits for others, illegally accepting property from others in exceptionally large amounts, and he shall be held criminally accountable for the crime of bribery.
Zhou Xianwang was investigated on July 8, 2025. On January 4, 2026, he was placed under double designation and investigated. The report stated that Zhou Xianwang led a corrupt and decadent lifestyle, engaged in power and money, as well as power and sex transactions, and illegally accepted huge amounts of property through abusing his position.
Born in Hubei, 64-year-old Zhou Xianwang has long served in the officialdom of Hubei, holding positions such as Director of the Commerce Department of Hubei Province, Director of Foreign Investment Office of the Province, and Secretary of the Yellow Stone Municipal Party Committee. In 2017, he served as Vice Governor of Hubei Province, and in 2018, he became Mayor of Wuhan.
At the end of 2019, the COVID-19 outbreak occurred in Wuhan. Authorities at all levels of the CCP government concealed the truth, leading to the rapid spread of the epidemic. The major officials in Hubei and Wuhan became targets of public criticism on social media at that time.
Zhou Xianwang refused to be a scapegoat. On January 27, 2020, during an interview with CCTV, Zhou Xianwang, who was the mayor of Wuhan at the time, hinted that the main responsibility for concealing the epidemic in the early stages lay with the central government. He stated that as a local government, they could only disclose information after being authorized.
According to official media reports, the nationwide “epidemic prevention” was supposedly “personally commanded and deployed” by the CCP paramount leader, Xi Jinping.
Subsequently, the officialdom in Hubei was cleansed. In February 2020, Jiang Chaoliang, the then Secretary of the Hubei Provincial Party Committee, and Ma Guoqiang, the Secretary of Wuhan, were removed from their positions. Zhou Xianwang was transferred to the position of Vice Chairman of the Hubei Provincial Committee of the CPPCC in January 2021, and stepped down in January 2023.
Insiders have suggested that Zhou Xianwang’s investigation is linked to Jiang Chaoliang’s case. On February 21, 2025, Jiang Chaoliang was accused of corruption and fell from grace. Zhou Xianwang was brought down in July of the same year.
