In recent days, several officials have been disciplined and transferred to the judiciary, including a former senior official of the Chinese Communist Party’s National Development and Reform Commission. As of now, a total of 50 mid-level officials have been disciplined and transferred to the judiciary this year.
On October 14, the Chinese Communist Party’s official announcement stated that Wu Hao, former deputy secretary of the Party Committee and director of the Center for Science and Technology Innovation Development of the Chinese Academy of Sciences, has been expelled from the party and dismissed from public office due to suspicion of bribery crimes, and the case has been transferred to the procuratorate for review and prosecution.
Wu Hao was accused of obstructing the investigation, not reporting personal matters as required, and illegally accepting bribes. The announcement indicated that Wu Hao abused his power to profit in aspects such as project approvals, IPO project reviews, and qualification assessments for key enterprises, and illegally accepted large sums of money.
Public records show that Wu Hao, born in November 1971 in Luzhou, Sichuan Province, had a long career at the National Development and Reform Commission of the CCP, where he held positions such as Director of the High-Technology Department and Deputy Secretary-General. In January 2025, he was appointed as the director and deputy secretary of the Party Committee of the Center for Science and Technology Innovation Development of the Chinese Academy of Sciences. In April this year, it was officially announced that he was under investigation.
According to a report by Caixin on October 14, with Wu Hao being disciplined and transferred to the judiciary, a total of 50 mid-level officials have been disciplined and transferred to the judiciary in 2026.
“Mid-level officials” refer to officials managed by the CCP Central Committee, including senior officials from certain central and local government agencies, as well as leaders of state-owned enterprises, financial institutions, universities, and other units managed by the central government.
On the 14th, it was announced that Bao Hui, former Party Committee secretary and director of the Standing Committee of the People’s Congress of Chengdu, Sichuan Province, had been expelled from the party.
The announcement stated that Bao Hui’s dereliction of duty led to significant financial risks and the implementation of “achievement projects.” She was also accused of improperly accepting gifts and money, participating in banquets and travel arrangements that could affect the impartial execution of official duties, using her position to benefit others in personnel selection for personal gain, allowing relatives to exploit her position for personal gain, and improperly intervening in market economic activities.
The announcement indicated that Bao Hui illegally profited from others in matters such as commercial bank restructuring, acquisition of construction land, and project contracting, and accepted illegal large sums of money. Bao Hui’s entitlements were rescinded, and her qualifications as a representative of the 12th Party Congress of Sichuan Province and the 14th Party Congress of Chengdu were revoked. The case involving criminal offenses was transferred to the procuratorate for review and prosecution.
Bao Hui was officially announced to be under investigation in January 2026.
