66-year-old female senior official of the Chinese Communist Party, Liu Hui, has been charged with accepting bribes in exceptionally large amounts and will appear in court for trial.
On August 18, the official announcement from the Chinese Communist Party stated that the investigation into the case of Liu Hui, vice director of the Education, Science, Health, and Sports Committee of the Thirteenth National Committee of the Chinese People’s Political Consultative Conference, involving alleged bribery, has concluded. She has been transferred to the prosecution for review and indictment. The Supreme People’s Procuratorate has decided to arrest Liu Hui on suspicion of accepting bribes. Recently, the Heze City Prosecutor’s Office in Shandong Province has filed a lawsuit with the Heze Intermediate People’s Court.
According to the prosecution, Liu Hui allegedly used her positions as Vice Chairman of the Ningxia Hui Autonomous Region Government, Member of the Standing Committee of the Ningxia Hui Autonomous Region Party Committee, Vice Chairman of the Autonomous Region Government, Deputy Secretary of the Ningxia Hui Autonomous Region Party Committee, Chairman of the Autonomous Region Government, Deputy Secretary and Deputy Director of the Party Group of the National Ethnic Affairs Commission of the Communist Party of China to seek benefits for others by abusing her powers and accepting illegal property, with the amount being exceptionally large, leading to charges of bribery being brought against her.
On July 18, 2025, Liu Hui was announced to have fallen from office, and on March 26, 2026, she was expelled from the Party, with the cancellation of her entitlements.
The official report stated that Liu Hui associated with political fraudsters, anonymously accused others, obstructed investigations, engaged in superstitious activities; failed to report personal matters as required, illegally sought benefits for others in cadre selection and appointment, and accepted property; received voluntary services without compensation for a long time using her authority; interfered in disciplinary and law enforcement activities in violation of regulations; engaged in widespread fundraising, utilized her position to benefit others in business operations, work arrangements, and unlawfully accepted a huge amount of property.
Liu Hui, born in Tianjin in December 1959, began working in June 1977, and joined the Communist Party in December 1985.
Liu Hui had a long career in the Ningxia officialdom, holding positions such as Deputy Secretary of the Wuzhong Municipal Party Committee, Secretary of the Party Group and Director of the Civil Affairs Department of Ningxia, Vice Chairman of the Ningxia Government, Member of the Standing Committee of the Ningxia Party Committee and Vice Chairman of the Government, Deputy Secretary of the Ningxia Party Committee and Chairman of the Government.
In 2016, Liu Hui became the Vice Director and Deputy Secretary of the Party Group (equivalent to Ministerial level) of the National Ethnic Affairs Commission of the Communist Party of China; in 2022, she was appointed as Vice Director of the Education, Science, Health, and Sports Committee of the Thirteenth National Committee of the Chinese People’s Political Consultative Conference. She was also a alternate member of the Central Committee of the Communist Party of China during the Seventeenth and Eighteenth National Congresses.
Leading up to the Nineteenth and Twentieth National Congresses of the Communist Party of China, Liu Hui was successively removed from office.
About a year before the Nineteenth National Congress in 2016, on June 30, the then 57-year-old Liu Hui ceased to serve as the Deputy Secretary of the Ningxia Hui Autonomous Region Party Committee. On July 3 of the same year, she resigned from the position of Chairman of the Ningxia Autonomous Region Government and transferred to the Vice Director and Deputy Secretary of the Party Group of the National Ethnic Affairs Commission of the Communist Party of China.
Prior to the Twentieth National Congress, on August 24, 2022, the 63-year-old Liu Hui was appointed as a member of the Thirteenth National Committee of the Chinese People’s Political Consultative Conference and the deputy director of the Education, Science, Health, and Sports Committee of the National Committee. In September of the same year, she was no longer the Vice Director of the National Ethnic Affairs Commission. After the Twentieth National Congress, on January 17, 2023, Liu Hui was removed from her position as a member of the Education, Science, Health, and Sports Committee of the National Committee, a position she held for less than five months at the time.
Political commentator Li Yanming’s article stated that in recent years, the dismissal and fall from grace of Liu Hui have caused turmoil in the Ningxia officialdom. Former colleagues and subordinates of Liu Hui have been successively investigated.
