Taiwan’s judicial investigation has revealed that a former military policeman, a former air force member, a coast guard officer, and a retired military personnel were involved in a case of receiving payments from the Chinese Communist Party, leaking military secrets, and assisting in money laundering. The Taiwan High Prosecutors Office concluded its investigation today (October 19) and has decided to prosecute the four individuals for violating national security laws.
According to the Taiwan High Prosecutors Office, the prosecutors have commanded the Ministry of Justice Investigation Bureau’s National Security Maintenance Workstation and the Ministry of National Defense’s Political Warfare Bureau Military Security Brigade to investigate the cases of the accused individuals violating the laws of the Army, Navy, and Air Force.
The prosecutors stated that the individuals, who have now retired, violated their duty as military personnel to safeguard the country by engaging in activities such as gathering, leaking, and delivering numerous military secret information to the Chinese mainland between March and April of 2024, and October and November of 2023, and March of 2025.
Further investigation revealed that the coast guard officer was complicit in assisting the former air force member in receiving payments from the Chinese mainland for personal gains. The retired individual, previously indicted for leaking and delivering classified military information, continued to receive virtual currencies from individuals from the Chinese mainland and directed payments to the accounts of the former military policeman and the coast guard officer to conceal the source of illegal proceeds.
The former military policeman illegally acquired NT$884,000, while the former air force member and the coast guard officer received a total of NT$515,000, and the retired individual obtained NT$434,003 in illegal gains. The Taiwan High Prosecutors Office has brought charges against the four individuals for violating the laws of the Army, Navy, and Air Force, as well as national security laws, laws protecting national secrets, and anti-corruption statutes.
The prosecutors emphasized that the former military policeman and the former air force member, as well as the coast guard officer, should have been aware of the importance of national security and social stability, especially amid the longstanding military tensions between both sides of the strait. By compromising national security for personal gain, they compromised the country’s military operations, defense interests, and national security, creating significant harm.
Additionally, the accused retired individual, previously charged for leaking military information, played an essential role in receiving materials through new channels established by the Chinese Communist Party. His lack of remorse and deceitful actions post-crime have severely jeopardized national security. The prosecutors have requested the court to impose severe penalties on all the defendants to serve as a deterrent.
The prosecutors stressed that national security is fundamental to democracy, and the High Prosecutors Office remains committed to thoroughly investigating and rigorously enforcing the law in cases that threaten national security to punish the perpetrators and safeguard the country’s security.
The former military policeman and the former air force member are currently in detention and were transferred to the Taiwan High Court today. Following a detention hearing, the court ordered their detention. During the investigation, the retired individual and the coast guard officer were released on bail of NT$100,000 and NT$50,000, respectively, with travel restrictions imposed on both individuals.
