The Chinese Communist Party (CCP) has added another corrupt official who embezzled billions of yuan. Former Secretary of the CCP in Haikou, Luo Zengbin, was sentenced to death with a two-year reprieve on February 28 for his involvement in corruption amounting to over 317 million yuan.
According to CCP state media, on February 28, 2026, the Intermediate People’s Court of Chenzhou City in Hunan Province announced that Luo Zengbin, former member of the Hainan Provincial Committee of the CCP and former Secretary of Haikou City Committee, was sentenced to death for accepting bribes, with a two-year reprieve and confiscation of all personal assets.
Luo Zengbin was accused of using his positions as Deputy Director of the Forestry Department of Sichuan Province, Mayor of Guang’an City in Sichuan Province, Secretary of the Ba’nan City Committee in Sichuan Province, and member of the Standing Committee of the Hainan Provincial Committee and Secretary of the Haikou City Committee of the CCP to illegally assist units and individuals in enterprise operations, business contracting, project promotion, and fund disbursement, in exchange for receiving illicit goods totaling over 317 million yuan.
Public records show that Luo Zengbin was born in October 1967 in Cangxi, Sichuan Province. He worked in the forestry system of Sichuan Province at an early age and became Deputy Director and Party Member of the Forestry Department of Sichuan Province in 2003. In 2011, he became a member of the Standing Committee and Executive Vice Mayor of Guang’an City, and in 2013, he was appointed Deputy Secretary of the Guang’an City Committee and Mayor. In June 2017, he was transferred to serve as Secretary of the Ba’nan City Committee. In February 2021, he became Secretary of the Mianyang City Committee.
In September 2021, Luo Zengbin was promoted to member of the Standing Committee of the Sichuan Provincial Committee while continuing to serve as Secretary of the Mianyang City Committee. In January 2022, he was transferred to Hainan Province to become a member of the Provincial Committee and concurrently serve as Secretary of the Haikou City Committee.
Luo Zengbin was investigated while in office on December 6, 2024. In May 2025, he was expelled from the CCP and dismissed from his public office.
Official reports stated that Luo Zengbin, “did not firmly implement important decisions and deployments of the Central Committee of the CCP,” engaged in irregular selection and appointment of cadres, concealed personal relevant matters, accepted gifts and money improperly, engaged in power-for-sex transactions, and participated in collusion between politics and business, extensively collecting money through relatives, and more.
Haikou City has seen three City Committee Secretaries fall from grace. The other two individuals are Zhang Qi, who was investigated in September 2019 and sentenced to life imprisonment in December 2020 for accepting bribes exceeding 107 million yuan, and Wang Fuyu, who was investigated in February 2021, expelled from the CCP, and dismissed from public office in August 2021. On January 17, 2022, Wang Fuyu was sentenced to death with a reprieve for accepting bribes exceeding 430 million yuan.
