Deng Pibing Reveals Being Coerced by the PLA to Recruit Female Subordinates as Spies

A recent exclusive investigative documentary reveals that a large-scale tourism development project owned by the Chinese businessman Deng Pibing in Long Bay, Koh Kong Province, Cambodia, is suspected of harboring underground networks for fraud, illegal gambling, and drug activities. The documentary shows that Deng Pibing admitted to being recruited by the Chinese Communist military, which also recruited one of his subordinates working for the Cambodian National Police Security Bureau to act as a spy for China within the Cambodian government.

Deng Pibing is the current chairman of Zhengheng (Cambodia) Co., Ltd., originally from Hunan Province, China, who has been a resident of Cambodia for over 20 years and holds a noble title. The Long Bay project under Zhengheng is located in the Koh Kong Province along the coast of the Gulf of Thailand in southwestern Cambodia, covering an area of approximately 45,000 hectares, promoted as a world-class tourist destination integrating living, tourism, and leisure.

The Peninsula TV program “101 East” aired an exclusive investigative documentary on October 10 for about 24 minutes, likely filmed last year.

The media reporter disguised as a member of a large online gambling group from the Philippines contacted Deng Pibing and his business partners under the pretext of seeking new operational locations, providing an opportunity to investigate the actual operations of the Long Bay park. The park was exposed to be involved in concealing online fraud dens, illegal gambling, and drug activities.

On October 15, former Chinese Communist special agent Eric, now in exile in Australia, posted: “Exclusive: The undercover investigation by Peninsula TV further reveals the intersection and connection between the Chinese government and online fraud groups – attempting to have the online fraud groups act as spies for the Chinese government in Cambodia; multiple contacts with online fraud bosses, including the Chinese military’s specific summons to the boss in Guangzhou in 2019, trying to cooperate on the Seven-Star Sea airport project in Cambodia.”

In the documentary, Deng Pibing mentioned that Chinese government officials had contacted him on multiple occasions, summoning him to Guangzhou in 2019 for secret talks with Chinese military personnel. Deng also demonstrated visiting the Nansha Hotel at the time, where his phone had to be stored in the refrigerator in a bag as instructed to prevent leaks. It was claimed that the Chinese military had interests in cooperating with the Seven-Star International Airport in Cambodia.

The Seven-Star International Airport, a controversial project costing $350 million funded by China, raised speculation due to its unusual runway length, fueling suspicions of potential military usage by China. The airport sits near the Ream Naval Base, Cambodia’s largest naval base also invested by China. According to Deng Pibing, China aimed to procure supplies in Cambodia to support its base in Djibouti, Africa.

As per Peninsula TV’s report, Deng Pibing also disclosed that he had planted numerous personnel in government departments and police forces, including the Cambodian National Police Security Bureau and internet regulatory agencies: “I know which park is going to be raided or checked now.”

Reports mention that Deng’s most trusted Cambodian employee at the Security Bureau is Cheat Mony, who had accompanied Deng to meet Cambodia’s former Prime Minister Hun Sen and was on duty during Chinese leader Xi Jinping’s state visit to Cambodia.

Deng Pibing showed the investigative journalists a video of Xi Jinping’s visit to Cambodia in 2025, with Cheat Mony, whom Deng trusts, in close proximity to Xi.

Cheat Mony also attended a reception dinner for the investigative journalists.

Cambodia’s National Police Security Bureau chief Yim Leang’s brother is reportedly Deng’s business partner. Deng told the reporters, “I am her (Cheat Mony’s) boss, and he (Yim) is her boss too.”

The documentary showed Deng introducing Cheat Mony to the journalists and stating in Chinese, “I am her boss.”

Cheat Mony, on camera, said, “You are my big brother, he is my boss, I am here to serve my big brother.”

Deng Pibing also mentioned that during Xi Jinping’s visit to Cambodia, Cheat Mony’s performance left a lasting impression on the Chinese side, who then directly pulled her aside asking, “Can you work for us as an undercover agent?”

He explained that an undercover agent was someone the Chinese government wanted to infiltrate the Cambodian government.

Report from the “Jianzhong Times” stated that the Cambodian authorities denied allowing any locations for online fraud activities and are currently investigating Deng Pibing, whose development of the Seven-Star Sea Long Bay Park has been sealed off and closely monitored.

The Cambodian Immigration Department reported that Deng Pibing left Cambodia at the end of May 2026, and an Interpol “red notice” has been issued against him.

On October 14, the Cambodian Ministry of Interior spokesperson Du Suche stated that the Ministry was investigating the individuals identified as working for Deng Pibing in the documentary, and the exact relationship between Cheat Mony and Deng Pibing is still unclear. The National Security Guard and relevant departments will investigate the facts.

Deng Pibing claimed that he is a long-time friend with Shea Zhijiang, the mastermind of Asia Pacific New City who was extradited back to China in November last year. In the investigative documentary released by Peninsula TV, Deng Pibing admitted to the investigators that he and Shea Zhijiang are from the same hometown in Hunan, having known each other for over a decade. He emphasized the importance of understanding one’s place when considering significant matters, stating, “There are always better individuals and higher mountains outside; one must be clear about their own position. We are all just characters in a script; don’t disrupt what the director has arranged.”

According to U.S. Department of Justice documents, Shea Zhijiang received protection from the Chinese National Security, Public Security, and United Front departments.

Regarding the capture of Southeast Asian online fraud ringleaders with suspected ties to the Chinese government, independent commentator Du Zheng recently pointed out in the Taiwanese media “Upright Report” that after Wang Xiaohong took control of the Ministry of Public Security, there was a significant shaking up within the public security system, with Chen Xin becoming the security chief leading to a thorough internal and external purge. Many old network lines left by the Chinese government overseas operatives were completely replaced, and some were even brought back, including certain heads of online fraud rings. These individuals were at odds with Xi Jinping, often providing false information to Xi, raising suspicions of disloyalty.

Former Beijing lawyer Lai Jianping analyzed that these online fraud ringleaders are at least operatives or even directly involved with China’s security apparatus. These individuals not only serve as white gloves for the wealthy Chinese elite to embezzle wealth but also hold sensitive information about the Chinese elite. Once brought back to China, the fate of these individuals and whether they serve sentences remains unknown.

Canadian writer Sheng Xue believes that China cannot allow these individuals, privy to China’s overseas infiltration strategies, layouts, and financial dealings, to fall into American or British hands. China will certainly protect them but will also dispose of them at an opportune moment.
