Ukraine is flourishing in the field of drones, and on July 17, the Executive Director of the “Drone Diplomacy Task Force” of the Ministry of Foreign Affairs of the Republic of China (Taiwan), Jiang Zhenwei, met with Yavorska Kateryna, President of the “Japan-Ukraine Business Association” in Tokyo. They exchanged views on important strategic issues such as joint development of systems, technology verification, and establishing a “non-red supply chain” with drone industry representatives from Taiwan.
The Ministry of Foreign Affairs of the Republic of China stated in a press release that Minister Lin Chia-lung has advocated drone diplomacy. The Ministry established the “Drone Diplomacy Task Force” in October 2025 to promote related businesses and is assisting in the establishment of the “International Drone Institute” to promote cooperation with friendly countries and like-minded nations.
According to the Ministry of Foreign Affairs, the United States drone industry possesses cutting-edge technology, Ukraine has practical combat experience, and Taiwanese drone companies are mostly small and medium-sized enterprises (SMEs) with key advantages such as flexible manufacturing capabilities, advanced information and communication technology (ICT), and integration capacity for a “non-red supply chain.” Companies from various countries are eager to establish cooperation with the drone industry in the Republic of China. Taiwan has a large capacity for producing drone components, and there are plans to consolidate component resources in the future and integrate e-commerce systems to provide more channels for countries to access relevant Taiwanese products.
President Yavorska Kateryna of the Japan-Ukraine Business Association pointed out that Ukraine has become a “real-world drone laboratory” after the Russia-Ukraine war, prompting rapid development of relevant technologies in Ukraine. They are not only focusing on defense but also developing long-range strike and dual-use drones for military and civilian purposes, while also incorporating AI systems into drone training. President Yavorska Kateryna praised Taiwan for having a solid foundation in producing supply chain components and hopes to assist Ukrainian drone companies in reducing their reliance on the supply chain from China.
The Ministry of Foreign Affairs stated that since the outbreak of the Russia-Ukraine war, Ukraine has been flourishing in the field of drones. In the future, there is room for cooperation between Taiwan and Ukraine in related components and non-red supply chain areas. This meeting will help enhance mutual understanding between Taiwan and Ukraine on the drone industry and business opportunities, and promote Ukraine’s acceleration in building the resilience of its non-red supply chain. It will further create a new strategic opportunity for the Republic of China’s “drone diplomacy.”
