Recently, there has been widespread speculation overseas about the former Director of the Central Policy Research Office of the Chinese Communist Party (CCP), Jiang Jinquan, being taken away and having his residence raided. Jiang Jinquan had served as a subordinate to Wang Huning at the CCP Central Policy Research Office for over a decade. Jiang Jinquan was once considered Xi Jinping’s top “pen holder” and was one of the key proponents and promoters of the CCP’s official political discourse on the “Two Establishes.”
Different rumors have circulated overseas regarding the reasons behind Jiang Jinquan being taken away and having his residence raided. Some influential individuals claim that Jiang Jinquan had a falling out with Wang Huning, while political self-media figures allege that Jiang Jinquan had formed an alliance with Wang Qishan in the past, leading to his current reckoning.
On July 19, various self-media accounts on an overseas platform disclosed that the former Director of the Central Policy Research Office and Wang Huning’s right-hand man, Jiang Jinquan, along with his family, were taken away over the weekend, and there is uncertainty about whether they will return. Jiang Jinquan is regarded as being part of Wang Huning’s circle.
On July 20, the account “President of the Asia-Pacific Political and Economic Review” posted on X platform that on May 12, “President of the Political and Economic Lu Society” previously leaked that Jiang Jinquan was taken away but was later released. This time is different as Jiang Jinquan and his entire family were taken away and had their residence raided, indicating that he won’t be coming back this time.
On July 23, an overseas political self-media figure known as “New Highlands” revealed on the X social platform that Jiang Jinquan is a typical opportunistic intellectual, handpicked successor of Wang Huning, the one responsible for shaping the discourse of “Two Establishes” and “Two Safeguards,” as well as being the actual final editor of various books and important speeches by Xi Jinping.
“New Highlands” analyzed that “this time, his downfall is due to the exposure of another identity: he was a hidden chess piece placed by Wang Qishan around Xi Jinping before his retirement. He has successively served as the Deputy Researcher, Researcher, Deputy Director, Director of the Party Construction Office of the Central Policy Research Office, as well as the Deputy Director of the Bureau (Secretary of the Secretary Group of the Central Party Construction Leading Group since April 2013). In 2016, he was appointed as the Director of the Central Commission for Discipline Inspection stationed at the State-owned Assets Supervision and Administration Commission, and became a member of the Party Committee of the State-owned Assets Supervision and Administration Commission (during this period, he allied with Wang Qishan). In January 2018, he became the Executive Deputy Director of the Central Policy Research Office (responsible for daily work). In October 2020, he succeeded Wang Huning as the Director of the Central Policy Research Office (term until December 2025, succeeded by Tang Fangyu).”
Public records show that Jiang Jinquan, born in September 1959 in Huanggang City, Hubei Province, graduated from Hubei Normal University with a major in Chinese language. He has held various positions, including Deputy Director of the Organization Department of the Hubei Provincial Party Committee, Deputy Researcher and Researcher of the Party Construction Research Bureau of the Central Policy Research Office.
Wang Huning served as the Director of the Central Policy Research Office from October 2002 to October 2020, a tenure of eighteen years. During this period, Jiang Jinquan served as a long-time subordinate of Wang Huning; in April 2013, he was promoted to Deputy Director of the Central Policy Research Office and Secretary General of the Central Party Construction Small Group, serving as Wang Huning’s deputy.
In April 2016, Jiang Jinquan was transferred to serve as the Chief of the Discipline Inspection Group stationed at the State-owned Assets Supervision and Administration Commission of the CCP Central Discipline Inspection Commission. In less than two years, in January 2018, Jiang Jinquan returned to the Central Policy Research Office as the Executive Deputy Director; in October 2020, he succeeded Wang Huning as the Director of the Central Policy Research Office.
In December 2025, Jiang Jinquan stepped down from his position as Director of the Central Policy Research Office, with Tang Fangyu, the current Executive Deputy Director of the Policy Research Office, taking over. Jiang Jinquan currently serves as a member of the 14th National People’s Congress Standing Committee and the Vice Chairman of the National People’s Congress Agricultural and Rural Affairs Committee.
Despite the various analyses and speculations on the reasons behind Jiang Jinquan being taken away, the official statements from the CCP have not yet been released.
