Fujian State-Owned Enterprise, Energy and Petrochemical Group General Manager Wu Liyuan was investigated on July 13, 2026. Wu Liyuan previously served as Deputy Director of the Pingtan Comprehensive Experimental Zone Management Committee and Director of the Working Committee. In recent years, several high-ranking officials in the Pingtan Comprehensive Experimental Zone have faced investigation.
On July 13, 2026, according to a notice from the Fujian Provincial Commission for Discipline Inspection and Supervision, Wu Liyuan, Deputy Secretary of the Party Committee and General Manager of the Fujian Energy and Petrochemical Group Co., Ltd. (referred to as Fujian Energy and Chemical Group), was under investigation for serious violations of discipline and law.
Wu Liyuan, born in September 1969 in Luoyuan County, Fuzhou City, Fujian Province, holds a master’s degree in economics and is a senior economist. He had worked for many years at the Fujian Investment and Development Corporation, serving in positions such as Assistant General Manager. From November 2004 to January 2007, he served as a Standing Committee Member of the Xiuyu District Committee of Putian City. Later, he held positions as the General Manager and Assistant General Manager of the Fujian Investment and Development Group Co., Ltd., as well as concurrently serving as Chairman of the Fujian Zhongmin Water Investment Co., Ltd. In June 2011, he became Deputy Secretary, District Head, and Secretary of the Quangang District Committee of Quanzhou City. In September 2018, he was appointed as a member of the Party Working Committee and Deputy Director of the Management Committee of the Pingtan Comprehensive Experimental Zone. In September 2022, he became Deputy Secretary of the Party Working Committee of the Experimental Zone and from December 2022, concurrently served as the Director of the Pingtan Comprehensive Experimental Zone Working Committee of the Fujian Provincial People’s Political Consultative Conference. Wu Liyuan became the General Manager of Fujian Energy and Chemical Group in July 2023, and also took on the role of Vice Chairman of the group in the same month.
Fujian Energy and Chemical Group is a state-owned sole proprietorship enterprise in Fujian Province formed by the integration and restructuring of Fujian Energy Group Co., Ltd. and Fujian Petrochemical Group Co., Ltd. in August 2021. As a leading enterprise in the integration of Fujian’s energy and petrochemical industries, Fujian Energy and Chemical Group has 209 wholly-owned and holding subsidiaries, with total assets exceeding 160 billion yuan, making it one of the top 500 enterprises in China.
On August 21, 2025, a major gas explosion occurred at the Shuijingkeng Coal Mine of Sanming Guangfeng Mining Co., Ltd., a subsidiary of Fujian Energy and Chemical Group, resulting in 7 fatalities and approximately 9.26 million yuan in direct economic losses. On December 12, the Fujian Bureau of the National Mine Safety Supervision Administration issued an investigation report on the explosion accident, providing handling recommendations for 31 responsible personnel and related units. It recommended admonishing the person in charge of the safety supervision department of Fujian Energy and Chemical Group and requiring inspections from Fujian Energy and Chemical Group, Datian County Government, and the Sanming Municipal Bureau of Industry and Information Technology (Coal Administration).
Wu Liyuan held important positions in the Pingtan Comprehensive Experimental Zone from September 2018 to July 2023, for nearly five years. The Pingtan Comprehensive Experimental Zone is a directly administered experimental zone of the Fujian Provincial government located in Pingtan County, Fuzhou City, Fujian Province. In recent years, multiple high-ranking officials from the Pingtan Comprehensive Experimental Zone have been investigated, many of whom previously worked with Wu Liyuan.
On March 13, 2026, Ding Xiongsheng, a former member of the Party Group and a first-level researcher of the Transportation and Construction Bureau of the Pingtan Comprehensive Experimental Zone, was investigated voluntarily for serious violations of discipline and law. Ding Xiongsheng had served as a member of the Party Group and Deputy Director of the Transportation and Construction Bureau of the Pingtan Comprehensive Experimental Zone, a member of the Party Group and a second-level researcher, and a member of the Party Group and a first-level researcher of the Transportation and Construction Bureau.
On November 18, 2025, Chen Su, Deputy General Manager of the Pingtan Comprehensive Experimental Zone Urban Development Group Co., Ltd., was investigated during his tenure.
On April 22, 2023, Zheng Liang, former Chairman and General Manager of the Pingtan Comprehensive Experimental Zone Emerging Investment Development Co., Ltd., was investigated. In November 2020, Zheng Liang was promoted from Project Planning Manager of the Land Development Group Co., Ltd. of the Pingtan Comprehensive Experimental Zone to Executive Director and General Manager of the Pingtan Comprehensive Experimental Zone Emerging Investment Development Co., Ltd.
On December 20, 2021, Gan Rui, former Party Secretary and Chairman of the Land Development Group Co., Ltd. of the Pingtan Comprehensive Experimental Zone in Fujian Province, was investigated. Gan Rui had been appointed as General Manager of the Land Development Group Co., Ltd. of the Pingtan Comprehensive Experimental Zone in Fujian Province as early as 2017 and was later promoted to Party Secretary and Chairman.
On September 10, 2021, Lin Wenyao, former Deputy Secretary of the Party Working Committee and former Director of the Management Committee of the Pingtan Comprehensive Experimental Zone, was investigated. From August 2016 to July 2021, Lin Wenyao had served as Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Pingtan Comprehensive Experimental Zone, Executive Deputy Director of the China (Fujian) Free Trade Pilot Zone Pingtan District Management Committee, and Deputy Secretary and Mayor of Pingtan County.
On February 5, 2021, Lai Jiqiu, member of the Party Working Committee and Deputy Director of the Management Committee of the Pingtan Comprehensive Experimental Zone, was investigated. From September 2016 to April 2021, Lai Jiqiu had been appointed as a member of the Party Working Committee and Deputy Director of the Management Committee of the Pingtan Comprehensive Experimental Zone, Deputy Director of the China (Fujian) Free Trade Pilot Zone Pingtan District Management Committee.
