On June 1st at 5:00 pm, Hu Zhengqiu, a laid-off worker from a state-owned enterprise in Hubei Province, checked into the Yihes Hotel in Licheng District, Jinan City, Shandong Province. A dispute arose between him and the hotel receptionist over the registration information. Police officers were called to the scene and handcuffed him, taking him to the police station, where he was allegedly beaten until he lost consciousness and was left at Jinan First Hospital.
Hu Zhengqiu told Epoch Times, “I was beaten by Jinan police until I passed out, which led to an acute cerebral infarction, a serious injury. On June 7, my money ran out, so I had to leave the hospital.”
Hu Zhengqiu believes that the police officer with surname Gao (badge number 015970) from Tangye Police Station in Licheng District, Jinan City, violated the law by abusing police equipment, using excessive force, depriving citizens of their right to defend themselves, and assaulting law-abiding citizens without rendering assistance. He filed a complaint against the officer with the Public Security Ministry’s inspection team, demanding a thorough investigation, the return of all unlawfully confiscated belongings and cash, and proper procedures for seizure and return.
On June 1st, Hu Zhengqiu arrived in Shandong to prepare for a court hearing scheduled for June 16 in Jinan regarding an incident on March 10, 2024, when he was assaulted by unidentified persons hired by the government in Zhangqiu, resulting in a criminal case being filed by Zhangqiu Public Security.
When checking into the Yihes Hotel in Tangye Street, Licheng District, Jinan City, Hu Zhengqiu voluntarily presented his ID for registration and paid the accommodation fees in full. However, the hotel staff requested him to handwrite his personal information in the registration book, which he believed was unnecessary as he had already completed the check-in process. The hotel then called the police, falsely accusing him of causing trouble.
The police officer from Tangye Police Station (self-identified as Officer Gao, badge number 015970) arrived, only believing the hotel’s side of the story, prohibiting Hu Zhengqiu from explaining himself, using tear gas on him, handcuffing him from behind, and confiscating all his belongings and cash before allegedly causing him to lose consciousness.
After waking up at Jinan First Hospital at midnight, Hu Zhengqiu repeatedly called 110 for emergency assistance, but the Jinan police did not respond, and calls to the emergency hotline 12345 were also ignored.
Hu Zhengqiu stated, “The actions of Tangye Police Station distorted the truth, abused power, and used violence against law-abiding citizens, violating relevant laws and regulations by using police equipment, resorting to violence, neglecting to assist the injured, illegally confiscating assets, and acting like wolves in police uniform. This severely infringed on my rights to personal health, property, dignity, and damaged the image of law enforcement. To safeguard my legitimate rights, rectify the chaos in grassroots law enforcement, I hereby file a formal complaint, holding the officers involved accountable for their illegal actions and demanding justice!”
Hu Zhengqiu, a resident of Wuhan, Hubei Province, is a laid-off worker from a state-owned enterprise. In 1996, he reported government officials colluding with business leaders to sell state-owned land at low prices without providing additional pension contributions for laid-off workers. He began petitioning and advocating for his rights. As a result, he was detained in black jails, hospitals, administratively detained, and imprisoned multiple times for petitioning. While in prison, he had seven ribs broken and bones piercing his lungs, but received no compensation. The long-standing petitioning and rights advocacy issues have yet to be resolved.
