Jiangxi Wannian County Party Secretary Mao Qi Prosecuted, Relationship with Li Peixia Not Mentioned

On December 13, 2024, it was reported that Mao Qi, former Secretary of the Xian Committee of Wannian County, Shangrao City, Jiangxi Province, was recently charged by the authorities. Interestingly, this time the prosecution did not mention the “inappropriate relationship between Mao Qi and Li Peixia,” as previously reported by the official channels. Instead, Mao Qi was charged with bribery of a “particularly huge” amount.

The Supreme People’s Procuratorate of the Communist Party of China (CPC) announced on the 12th that the investigation into the case of Mao Qi, the former Secretary of the Wannian County Committee in Shangrao City, Jiangxi Province, for alleged bribery has been completed by the Jiangxi Provincial Supervision Commission and transferred to the procuratorate for examination and prosecution. The case was designated to the jurisdiction of the Xinyu City Procuratorate by the Jiangxi Provincial Procuratorate and was filed with the Xinyu City Intermediate People’s Court according to law.

The Xinyu City Procuratorate accused Mao Qi of using his positions as the Director of the Office of the Talent Work Leading Group of the Shangrao Municipal Committee (serving as a Standing Committee Member and Deputy County Magistrate of Wannian County, Secretary of the Wangjia Township Party Committee of Wannian County, Deputy Secretary, and County Head of Wannian County) to seek benefits for others. He took advantage of his authority and position to seek undue benefits for others through the acts of other state officials, illicitly accepting property from others in a particularly massive amount, thus being held criminally responsible for the crime of bribery.

Notably, the prosecution did not mention the relationship between Mao Qi and Li Peixia in this charge.

Li Changliu, the father of Li Peixia, previously revealed in a video that on May 23 this year, his daughter Li Peixia had expressed her intention to report Mao to the provincial authorities. However, three days later, she was taken away by the Wannian County Discipline Inspection Commission, preventing her from speaking out.

According to official reports, on May 26, the Wannian County Discipline Inspection Commission took coercive measures against Li Peixia and delivered a notice of custody to Li Peixia’s family within 24 hours. At that time, Mao Qi was serving as the Secretary of the Wannian County Committee.

One month later, on July 25, Li Changliu released a “cry for help video” left by his daughter online, accusing Mao Qi of sexual assault and retaliation against Li Peixia.
Li Changliu previously revealed on Weibo: “Before Li Peixia was taken away, Mao Qi directly told her: ‘Even if you don’t die this time, you will suffer greatly!'” He also mentioned that after the Jiangxi Provincial Discipline Inspection Commission released the notification of investigating Mao Qi, some individuals informed him that the public did not care if Li Peixia was innocent, and if they can discredit her, the public would still be satisfied with that outcome.

In August, the official announcement from Shangrao City, Jiangxi Province, stated that Li Peixia was “double-opened” and prosecuted. The authorities accused Li Peixia of abusing her position as the Secretary of the Shangfang Township Party Committee of Wannian County to benefit others in project contracts and fund allocations, illicitly accepting properties, and committing serious violations of duty as well as suspected bribery crimes.

Moreover, the official report also specifically mentioned another involved individual: “Mao Qi has been found to have used his influence to engage in an inappropriate sexual relationship with Li Peixia, and Li Peixia violated disciplinary rules for personal gain leading to work-related promotions. The Provincial Discipline Inspection Commission is currently investigating Mao Qi for suspected violations of discipline and law.”

On August 28, new information emerged in Li Peixia’s case after her family assigned lawyer Guo Rui to question her alleged coercion by the authorities following a meeting with Li Peixia. At the same time, Li Peixia’s father raised concerns on social media regarding the legality of the “officially appointed lawyer” arranged for Li Peixia.
