Li Yanming: Henan Province Governor Wang Kai Resigns – Six Major High-Risk Signals

On September 23, 2026, the official announcement from the Chinese Communist Party revealed that the Party Secretary of Fujian Province, Zhou Zuyi, was transferred to the position of Party Secretary of Henan Province. Liu Ning, “due to age reasons,” was no longer serving as the Party Secretary of Henan Province. Wang Lujin, the Deputy Party Secretary of Hebei Province, was appointed as the Deputy Party Secretary of Henan Province and the Party Secretary of the Provincial Government. On September 24, during a meeting of the Standing Committee of the Henan Provincial People’s Congress, Wang Lujin was appointed as the acting governor of Henan Province, accepting the resignation request of Wang Kai, the former governor of Henan Province.

It is worth noting that following the departure of Wang Kai as the governor of Henan Province, several individuals closely associated with him, including his chief aides and deputies, were successively investigated. Since 2026, there have been multiple reports from self-media outlets alleging investigations into Wang Kai. Wang Kai may find himself in a precarious position.

Prior to his tenure as governor of Henan Province, Wang Kai had a long career in the Guangxi officialdom, where he had interactions with officials such as Lan Tianli, who was also later implicated in Guangxi. Wang Kai, born in July 1962 in Luoyang, Henan Province, had a career spanning over two decades in various positions in different regions before returning to his home province.

In a recent announcement dated October 9, 2026, the website of the Central Commission for Discipline Inspection reported that Yang Hong, the former director of the Yulin City People’s Congress in Guangxi Zhuang Autonomous Region, was under investigation for serious violations of discipline and law.

According to public records, Yang Hong, born in September 1961 in Pingnan County, Guigang City, Guangxi, had worked in various positions in Guangxi Wuzhou and Yulin cities, maintaining a long association with Wang Kai.

On August 20, 2026, He Xiong, the Deputy Secretary-General of the Henan Provincial Government’s Office, was officially investigated.

He Xiong, born in March 1969 in Anlu County, Xiaogan City, Hubei Province, had served in the Communist Youth League of Henan Province and held various positions in Henan’s Jiyuan City and Puyang City, among other roles.

During Wang Kai’s tenure as Governor of Henan Province, He Xiong had been appointed to several key positions, including as deputy secretary and mayor of Zhengzhou City.
