Gao Shiwenz resigned from the position of Mayor of Nanchang, formerly served as “Chief Secretary” for Ma Xingrui.

On July 29, Gao Shiwen, who used to serve as the Chief Secretary of the aerospace system, resigned from his position as Mayor of Nanchang and was dismissed from his role as a delegate to the Jiangxi Provincial People’s Congress. Earlier, on June 11, his personal information had disappeared from the “City Government Leadership” section of the official website of the Nanchang Municipal Government.

In an announcement on July 29, the Nanchang Municipal People’s Congress website stated that the Standing Committee of the Nanchang Municipal People’s Congress had decided to accept Gao Shiwen’s request to resign from the position of Mayor of Nanchang and would report it for record at the next session of the Nanchang Municipal People’s Congress.

On the same day, the “Jiangxi People’s Congress” WeChat public account also announced that the Standing Committee of the People’s Congress of Fuzhou City had decided to dismiss Gao Shiwen from his position as a delegate to the Jiangxi Provincial People’s Congress, thereby terminating his qualification as a member of the People’s Congress.

According to Hong Kong’s Ming Pao, there has been no official disclosure regarding the investigation of Gao Shiwen, and it is expected that he may have faced internal disciplinary actions, possibly avoiding criminal penalties.

Since February this year, Gao Shiwen had been absent from important meetings in Nanchang. The official social media account of the Nanchang Municipal Government stopped updating the “Gao Shiwen’s Weekly Government Affairs” on February 8, amid rumors that he had been summoned. On June 11, Gao Shiwen’s personal information disappeared from the “City Government Leadership” section of the Nanchang Municipal Government website.

Public records show that Gao Shiwen, 52 years old from Qingzhou, Shandong, graduated from university in 1997 and has been working in the aerospace system for nearly 20 years. During the period from 2007 to 2013, while Ma Xingrui from the same hometown of Shandong served as the General Manager of China Aerospace Science and Technology Group Corporation, Gao Shiwen held positions such as Deputy Secretary at the office of China Aerospace Science and Technology Group Corporation, Deputy Director and Secretary of the General Manager’s Office, and Director of the General Manager’s Office.

In 2013, when Ma Xingrui left the aerospace group, Gao Shiwen was promoted to Vice President of China Aerospace International Holdings Limited in 2014, and later assumed the role of Vice President of China Aerospace International Holdings Limited and Chairman of Hainan Aerospace Investment Management Co., Ltd. In 2016, Gao Shiwen was appointed as Deputy Mayor of Ganzhou City, Jiangxi, embarking on a political career, and in 2024 he was promoted to Mayor of Nanchang.

Ma Xingrui stepped down as the Party Secretary of the Xinjiang Uyghur Autonomous Region last July, with the official explanation citing “another appointment.” On April 3 this year, it was officially announced that Ma Xingrui was under investigation, holding the position of Deputy Team Leader of the Central Rural Work Leading Group at that time.

On July 14, Ma Xingrui was expelled from the Party and removed from public office (a “double dismissal”) and was referred to the procuratorial authorities for review and prosecution. The official report indicated that Ma Xingrui had “seriously violated political discipline and rules,” and “allowed serious violations of discipline, law, and suspected criminal issues among his staff”; engaged in rampant family corruption and “engaged in power-color and money-color transactions,” among other allegations.
