After being ousted for 7 months, former Chinese Communist Party (CCP) vice-ministerial level female official Zhang Shiping has been expelled from the party, had her benefits revoked, and has been handed over to the judicial authorities.
On July 27, the Central Commission for Discipline Inspection of the CCP and the National Supervisory Commission announced that, with the approval of the CCP Central Committee, they had initiated a case review and investigation into the severe disciplinary and legal violations of Zhang Shiping, formerly a member of the party leadership group, secretary of the secretariat, and vice chairperson of the All-China Federation of Trade Unions.
According to the announcement, Zhang Shiping was found to have received gifts, cash, and consumption cards in violation of regulations, accepted banquets and arranged travel activities in violation of rules, had expenses that should have been personally covered paid by others, engaged in unauthorized sideline jobs, allocated salaries to relatives who did not actually work, abused public power for personal gain, engaged in corrupt practices such as accepting bribes, and unlawfully received large sums of money.
The announcement stated that Zhang Shiping’s party membership has been revoked, her privileges annulled, and she has been referred to the judicial authorities for prosecution.
On December 30, 2025, Zhang Shiping was officially announced to be under investigation, making her the 65th official publicly disclosed as being under investigation last year, and the 7th female senior official since the CCP’s 20th National Congress.
Public information indicates that Zhang Shiping, born in September 1954 in Beijing, began working in July 1970 and holds a graduate degree from the Central Party School. She started her career at the Xicheng District Transportation Bureau in 1973, serving in various positions within the organization.
Zhang Shiping had a long tenure at the All-China Women’s Federation, holding positions such as secretary of the secretariat, director of the office of the All-China Women’s Federation, director of the China Children’s Center, and director of the Development Group Committee for Children’s Affairs at the All-China Women’s Federation.
In 2008, Zhang Shiping became the director of the Financial Audit Committee of the All-China Federation of Trade Unions and secretary of the secretariat of the All-China Women’s Federation. She later took on the role of vice chairperson of the All-China Women’s Federation and served as the deputy director of the National Committee of the Chinese People’s Political Consultative Conference’s Social and Legal Committee.
The All-China Federation of Trade Unions is not an independent trade union organization; it is controlled by the CCP and primarily aims to strengthen the CCP’s presence in private and foreign enterprises while selecting party members among the workforce.
