Jiang Jinquan had served as the subordinate and deputy of Wang Huning at the Central Communist Party’s Policy Research Office for over ten years.

On July 22, 2026, commentator Cai Shenkun posted on platform X claiming that Jiang Jinquan, former director of the Central Policy Research Office under Wang Huning, had never held a powerful official position, but was merely involved in drafting theories such as Deng Xiaojiang Theory, Jiang Zemin’s Three Represents, and Hu Jintao’s Scientific Development Perspective. The fact that he was not just questioned but had his home searched indicates the increasing mystery of power struggles at the top level. It raises questions about whether there was involvement in some illicit activities, and what impact it may have on Wang Huning is worth observing.

Two months ago, on May 12, 2026, an account named “Political Economy Lu President” leaked the news that Jiang Jinquan had been taken away but was later released.

On July 19, 2026, multiple self-media accounts on platform X again reported that Jiang Jinquan, former director of the Central Policy Research Office and right-hand man of Wang Huning, along with his entire family was taken away over the weekend. This time is different as the whole family was taken away and their home searched, indicating that they will not be returning.

According to public records, Jiang Jinquan, born in September 1959, is from Xishui County, Huanggang City, Hubei Province. He graduated from the Chinese Department of Hubei Normal University and has held positions such as deputy director of the Organization Department of the Hubei Communist Party Committee, deputy researcher and researcher at the Communist Party’s Central Policy Research Office, deputy director and director of the Party Building Research Bureau of the Central Policy Research Office.

Wang Huning served as director of the Central Policy Research Office from October 2002 to October 2020 for a total of eighteen years. During this time, Jiang Jinquan served as Wang Huning’s subordinate for a long time. In April 2013, he was promoted to deputy director of the Central Policy Research Office and secretary general of the Central Party Building Leadership Group, serving as Wang Huning’s deputy.

In April 2016, Jiang Jinquan was transferred to the Discipline Inspection Team of the Central Commission for Discipline Inspection stationed at the National Development and Reform Commission. In less than two years, in January 2018, he returned to the Central Policy Research Office of the Communist Party of China as the executive deputy director; in October 2020, he succeeded Wang Huning as director of the Central Policy Research Office.

In December 2025, Jiang Jinquan stepped down as director of the Central Policy Research Office and was succeeded by Tang Fangyu, the then executive deputy director of the Policy Research Office; Jiang Jinquan is currently a member of the Standing Committee of the 14th National People’s Congress and deputy chairman of the Agricultural and Rural Affairs Committee of the National People’s Congress.

After serving as the executive deputy director of the Central Policy Research Office, Jiang Jinquan accompanied Communist Party leader Xi Jinping to various domestic activities. On November 12, 2021, Jiang Jinquan elaborated on the connotation of the so-called “two establishes” at a press conference of the Central Committee of the Communist Party of China.

Wang Huning, affiliated with the Shanghai clique, has been referred to as the “Grand Master of Three Dynasties” and the “Servant of Three Generations” for concocting political theories for leaders such as Jiang Zemin, Hu Jintao, and Xi Jinping. Since the 18th National Congress of the Communist Party of China, Wang Huning has been greatly valued by Xi, and has successively been promoted to member of the Politburo and member of the Politburo Standing Committee.
