In the four months before and after Ma Xingrui’s downfall, nearly ten officials and executives in Heze City were investigated.
On July 20, 2026, the website of the Discipline Inspection Commission and Supervisory Commission of Jinan City, Shandong Province, announced that Hu Bing has been appointed as a member of the Standing Committee of Jinan Municipal Party Committee, the secretary of the Municipal Discipline Inspection Commission, the candidate for the director of the Municipal Supervision Commission, and a first-level senior supervisor.
Public resume shows that Hu Bing, a Hui ethnic group member, was born in January 1970 in Zibo, Shandong Province. He has long been working in the discipline inspection system of Shandong Province, holding positions such as Deputy Division-level Inspector of the first Discipline Inspection and Supervision Office of Shandong Province, Deputy Director of the Case Handling Office, Deputy Director of the fourth Discipline Inspection and Supervision Office, Deputy Director and Director of the second Discipline Inspection and Supervision Office, and Director of the ninth Review and Investigation Office. In March 2020, he was appointed as a member of the Supervisory Commission of Shandong Province, and in April 2021, he became a member of the Standing Committee of the Discipline Inspection Commission of Shandong Province.

Just three weeks ago, Yang Guangzhong appeared publicly as the secretary of the Jinan Municipal Discipline Inspection Commission. According to a report by the official media in Jinan City on June 30, 2026, Yang Guangzhong, a member of the Standing Committee of Jinan Municipal Party Committee, Secretary of the Municipal Discipline Inspection Commission, and Director of the Municipal Supervision Commission, recently visited Fujue Life Insurance Co., Ltd. to inspect and receive a report on the deployment of discipline inspection and supervision work.
According to public records, Yang Guangzhong was born in January 1969 in Zhaoyuan, Yantai City, Shandong Province. He graduated from the Law Department of Shandong University and has been working in the discipline inspection system of Shandong Province since 1991. In December 2011, he was transferred from a Deputy Division-level Inspector in the cadre office of the Shandong Provincial Discipline Inspection Commission to become the Deputy Secretary in Heze City, and later promoted to member of the Standing Committee and Secretary of the Discipline Inspection Commission in Heze City in April 2015. In June 2019, he became a member of the Discipline Inspection Commission of Shandong Province, and in April 2021, he was transferred to Jinan City as a member of the Standing Committee and Secretary of the Discipline Inspection Commission, where he has been serving until now.
Yang Guangzhong served as the deputy secretary and secretary of the Heze City Discipline Inspection Commission for a total of seven and a half years from December 2011 to June 2019.
It is worth noting that Heze City in Shandong Province is the hometown of Xi Jinping’s wife Peng Liyuan and Ma Xingrui. Peng Liyuan and Ma Xingrui are both from the Yuncheng district in Heze City.
Ma Xingrui rose through the ranks within the Chinese Communist Party’s aerospace and defense industry. After Xi Jinping came to power in 2012, Ma Xingrui quickly rose through the ranks, holding positions such as Deputy Secretary of the Guangdong Provincial Party Committee and Secretary of the Political and Legal Affairs Committee, Secretary of the Shenzhen Municipal Party Committee, Governor of Guangdong Province, and Secretary of the Xinjiang Uygur Autonomous Region Party Committee. In October 2022, Ma Xingrui was promoted to a member of the Politburo during the 20th National Congress of the Communist Party of China. There have been multiple reports indicating that Ma Xingrui’s political career was influenced by his relationship with Peng Liyuan.
After being removed from his position as Secretary of the Xinjiang Uygur Autonomous Region Party Committee in July 2025, Ma Xingrui was rumored to be in trouble. On April 3, 2026, it was officially announced that he had fallen from grace, and on July 14, 2026, he was officially expelled from the party and dismissed from public office. The official report specifically mentioned that Ma Xingrui “tolerated and allowed relatives to use his position for personal gain, engaging in widespread family corruption.”
Ten days after Ma Xingrui’s expulsion, on April 13, 2026, Xiao Youhua, a member of the Standing Committee and Secretary-General of the Heze City Party Committee in Shandong Province, was reported to have fallen from grace. Xiao Youhua had long been working in the finance system of Shandong Province and Heze City. During Ma Xingrui’s tenure in Xinjiang, Xiao Youhua, then Deputy Mayor of Heze, led a delegation of political and business representatives from Heze to Xinjiang for inspection and signed cooperation agreements.
