Former Deputy Director of the Guizhou Provincial Health Commission and former Director of the Guizhou Province Disease Prevention and Control Bureau, Tian Yan (deputy division level), who fell from grace 14 months ago, was sentenced to 11 years in prison in the first instance, with charges of accepting bribes of over 17.26 million yuan (RMB, same below). Of note, in February of this year, his superior, former Party Secretary of the Guizhou Province Health Commission, Yang Hui, was sentenced to 14 years and 3 months for bribery.
On June 23, the Intermediate People’s Court of Anshun City, Guizhou Province, publicly sentenced Tian Yan, a former member of the Party Leadership Group and Deputy Director of the Guizhou Province Health Commission, and former Party Secretary and Director of the Disease Prevention and Control Bureau of Guizhou Province for bribery. Tian Yan was sentenced to 11 years in prison and fined 1.1 million yuan.
The court stated that from 2004 to 2025, Tian Yan, using his positions as a party committee member of the original Tongren Municipal Committee (county level), Secretary of the Xieqiao Office, Secretary of the Propaganda Department of the Tongren Municipal Committee (county level), Party Secretary and Director of the Tongren Municipal Population and Family Planning Commission, Secretary of the Indrayang County Committee, Party Secretary of Tongren Municipal Committee, Secretary of Wanshan District Committee, member of the Party Leadership Group and Deputy Director of the Guizhou Provincial Health Commission, Party Secretary of the Disease Prevention and Control Bureau of Guizhou Province, among other roles, provided assistance to relevant units and individuals in project contracting, medical equipment purchases, promotion and adjustment of positions, work transfers, etc., and illegally accepted a total of over 17.26 million yuan in cash or with the help of others, some of which were not actually received.
On April 23, 2025, Tian Yan was officially sacked from his position; on September 30 of the same year, the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced that Tian Yan had been expelled from the Party and transferred to judicial authorities. The case was publicly tried on February 5 this year at the Anshun Intermediate People’s Court.
Public records show that Tian Yan, born in May 1968, is of Tujia ethnicity from Yianhe, Guizhou. He graduated from the Acupuncture Department of Guizhou Traditional Chinese Medicine College. He worked in hospitals in the early stages of his career and later held positions such as Deputy Director of the Population and Family Planning Bureau of Tongren District, Deputy Director of the Population and Family Planning Commission of Tongren District, Director of the Population and Family Planning Commission of Tongren District.
In October 2011, the State Council of the People’s Republic of China approved the abolition of Tongren District to establish Tongren City. Tian Yan then served as Director of the Population and Family Planning Commission and the Health and Family Planning Commission of Tongren City.
In April 2015, Tian Yan became the Secretary of the Indrayang County Committee; in May 2020, he became the Deputy Chairman of the Tongren City Political Consultative Conference and continued to serve as the Secretary of the Indrayang County Committee; in March 2021, he was appointed the Secretary of the Wanshan District Committee and later became a member of the Tongren Municipal Committee.
In 2023, Tian Yan was appointed Deputy Director of the Guizhou Provincial Health Commission and Director of the Provincial CDC until his investigation.
Notably, Tian Yan’s superior, former Party Secretary of the Guizhou Province Health Commission Yang Hui, was sentenced to 14 years and 3 months.
On June 11, 2024, Yang Hui was investigated while in office. On May 30, 2025, officials announced that Yang Hui was expelled from the Party and transferred to judicial authorities. The case was publicly tried on February 5 this year at the Anshun Intermediate People’s Court, where Yang Hui was sentenced to 14 years and 3 months for bribery and fined 2 million yuan.
Public records show that Yang Hui, born in June 1973, is of Miao ethnicity from Bijie, Guizhou. She graduated from the Chinese Department of the Central University for Nationalities. After graduation, she joined the Guizhou Population Daily and worked as a journalist for 10 years. She later served as Deputy Director and Director of the Office of the Guizhou Population and Family Planning Commission, Party Secretary and Deputy Director of the Party Committee of the Guizhou Disease Prevention and Control Center, and Deputy Director of the Guizhou Health Commission, among other positions.
In November 2018, Yang Hui was appointed Deputy Director of the Guizhou Provincial Health Commission; in August 2020, she became the Party Secretary of the Provincial Health Commission and was investigated during her tenure.
Additionally, while Yang Hui was in charge of the Guizhou Provincial Health Commission, a highly publicized bus rollover incident occurred.
In the early hours of September 18, 2022, a bus carrying 47 people overturned on the Sanli Highway in Qiannan Prefecture, Guizhou, resulting in 27 deaths and 20 injuries. Of the 45 people on the bus, residents of Yunyan District, Guiyang City, were being transferred to a quarantine hotel in Libo County, Qiannan Prefecture for isolation. At the time, there were concerns from the public that the authorities, by transferring the “close contacts” late at night, did not consider the safety of the people’s lives.
