The 5th Plenary Session of the 20th Central Committee of the Chinese Communist Party (CCP) is set to commence on October 26th in Beijing, with security measures in Beijing and surrounding areas already being upgraded. According to a leaked confidential document at the central level, the CCP has planned 18 stability and security measures for this 5th Plenary Session, which involve intelligence gathering on foreigners, monitoring the activities of labor and youth groups, as well as controlling online public opinion.
Social media platform X’s account “Breaking Point Weekly” posted a message on October 12th claiming that they have obtained a central-level document from the CCP, revealing the 18 stability and security measures deployed for the 20th 5th Plenary Session, exposing the inner workings of this vast political security system.
The CCP Central Leading Group for Maintaining Political Security and Social Stability, the Office of the Coordination Mechanism for Maintaining Political Security and Social Stability Work of provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps, the Central Political and Legal Affairs Commission, the member units of the Central Leading Group for Maintaining Political Security and Social Stability, various special working groups, and relevant member units have issued a notice on “Ensuring Safety and Stability Work during the 5th Plenary Session of the 20th Central Committee.”
The document demands that all regions and departments fulfill their responsibilities for national security and social stability, assigning personnel to be on duty 24 hours, and in case of a major emergency, reporting promptly without delay, omission, falsehood, or concealment.
The relevant leading groups will initiate a daily reporting mechanism, requiring all regions and departments to report the daily situation before a set time each evening, aiming to follow the principle of “report when there is a situation, report safety when there is none.”
Regarding activities involving foreigners, the document specifies that relevant departments must strengthen the screening, tracking, and prevention control of key country’s embassy personnel, media, and non-governmental organization personnel engaging in activities in key areas and locations in China.
The document also mentions the need to enhance intelligence gathering and predictive analysis of “sensitive foreigners,” handling clues about the movement of sensitive foreign individuals, preventing espionage and loss of control scenarios.
The prevention of infiltration, subversion, and sabotage activities by foreign forces are highlighted in the document as a key focus area, with a call to strengthen intelligence collection to prevent contacts and instigations by relevant forces within and outside the country.
The content above shows that the scope of this security deployment not only covers the conference venue and public order in the vicinity but also extends to the activities of foreign individuals within China and their connections with external organizations.
In the leaked document, the third item calls for vigilance against flash mobs, displaying political slogans on electronic screens, hanging banners, and unauthorized drone flights; the fourth item emphasizes the need to closely monitor the political trends of labor groups, women’s groups, and young students while enhancing education, guidance, and control to prevent large-scale gatherings by unofficial organizations.
The document also addresses religious activities, visits to Beijing for appeals, public safety, social security, and prison management, calling for enhanced control and guidance of online public opinion related to stability. Relevant departments are required to conduct 24/7 monitoring of major domestic and international social platforms and key online groups, blocking and deleting content identified as political rumors or harmful to prevent the offline dissemination of public opinion.
The last item in the document requests attention to hot topics related to people’s livelihoods and rights protection, and the handling of individuals identified as spreading rumors, inciting demonstrations, or disseminating harmful information.
The
above disclosure has sparked discussions. Some netizens commented, “When things escalate to an extreme, there will be a reversal.” “The totalitarian rule of the Communist Party gangsters is on the brink of collapse.” “The CCP has completely gone mad!”
