Former Chairman of Shenzhen CPPCC Dai Beifang Dismissed, Once a Member of Ma Ruixing’s Team

The Chinese Communist Party (CCP) announced today (June 22nd) that two high-ranking officials from local Political Consultative Conferences have been expelled from the CCP. The individuals in question are Dai Beifang, former chairman of the Shenzhen Municipal Committee of the CPPCC, who was investigated in December last year, and Yin Jianye, former vice chairman of the Jiangxi Provincial Committee of the CPPCC. Dai Beifang, a former comrade of the fallen member of the Central Political Bureau, Ma Xingrui, was accused of engaging in power-for-money deals.

According to the website of the CCP Central Commission for Discipline Inspection and the National Supervisory Commission, Dai Beifang has been placed under investigation.

In the announcement, Dai Beifang was described as being “disloyal and dishonest,” obstructing investigations, seeking personal gain for others in personnel selection and appointment, using his power for the benefit of relatives, neglecting the discipline and education of his family, engaging in illicit power-for-money transactions, exploiting his position for the benefit of others in business operations, project contracting, and accepting huge amounts of illegal money. The official statement declared the revocation of Dai Beifang’s CCP membership and his referral for investigation and prosecution.

Public records show that the 70-year-old Dai Beifang was born in Guangdong and has held various positions in the Shenzhen Municipal Committee, including secretary of the municipal Party committee, head of the publicity department, secretary general of the Party committee, head of the organization department, and deputy secretary of the municipal Party committee. He served as the full-time deputy secretary of the Shenzhen Municipal Committee in 2012, and became the secretary of the Party group and chairman of the CPPCC of Shenzhen in 2015. He stepped down in 2020 and was investigated in December last year.

Ma Xingrui, a member of the CCP Politburo who was ousted in April this year and former Party Secretary of Xinjiang, worked with Dai Beifang during his tenure as Party Secretary of Shenzhen from 2015 to 2016. Previous reports have suggested that Dai Beifang revealed issues related to Ma Xingrui.

The CCP also announced today the expulsion of Yin Jianye, former vice chairman of the Jiangxi Provincial CPPCC, from public office and CCP membership, and his referral for prosecution.

According to the announcement, Yin Jianye engaged in political cliques, obstructed organizational inspections, violated regulations by frequenting private clubs, sought benefits for himself and others in personal transfers, job promotions, and accepted gifts and cash illegally. He was involved in power-for-money and sex-for-power transactions, engaged in gambling with management and service targets, conducted power-for-money transactions with private entrepreneurs, exploited his position for the benefit of others in project contracting, business operations, and accepted large sums of illegal money.

Yin Jianye was officially ousted on December 21, 2025. Born in December 1963 in Dali, Yunnan, he previously served as a member of the Jiangxi Provincial Committee, deputy provincial governor, Secretary of the Political and Legal Affairs Committee, and vice chairman of the Jiangxi Provincial CPPCC starting in January 2022 until his investigation.
