In June of this year, Jiang Tao, the former deputy mayor and director of the Public Security Bureau of Jiamusi City, Heilongjiang Province, who fell from power, has been expelled from the Chinese Communist Party and dismissed from public office. Official accusations state that Jiang Tao has disrupted the candidate selection and employment system, engaged in seeking power for personal gain, and engaged in the sale of positions and titles.
The Heilongjiang Provincial Commission for Discipline Inspection and Supervision announced on October 8th that after investigating the “serious violations of discipline and law” by Jiang Tao, the decision was made to expel him from the Chinese Communist Party and dismiss him from public office.
Jiang Tao has been accused of being “disloyal and dishonest,” obstructing investigations; illegally accepting gifts and bribes, illegally using the garages of management and service objects, accepting banquet invitations in violation of regulations, illegally equipped with dedicated vehicles, and exceeding standards for office space. Through private lending, obtaining significant returns, using his authority to seek personal gain for relatives, engaging in profit-making activities in violation of regulations; using the convenience of his position, authority, or status to benefit others in terms of job promotions, case handling, administrative approvals, and fund disbursement, and accepting large sums of money. For seeking illicit benefits, he provided property to state staff, among other offenses.
The announcement also notably stated that Jiang Tao “disrupted the candidate selection and employment system, engaged in seeking power for personal gain, and engaged in the sale of positions and titles.”
Previously fallen officials from the Chinese Communist Party have often been reported to be involved in the buying and selling of positions, as well as corrupt dealings, but official reports rarely use the term “sale of positions and titles.”
Public records show that Jiang Tao is 56 years old this year and has previously served as Deputy Mayor and Director of the Public Security Bureau in Shuangyashan City, as well as the Director of Police Inspections, Deputy Mayor, and Director of the Public Security Bureau in Jiamusi City. Jiang Tao was announced to be under investigation by authorities in June of this year.
Jiang Tao had served as the Director of the Public Security Bureau in Shuangyashan City for nearly five years. Shuangyashan City is the hometown of Ma Xingrui, a former member of the Chinese Communist Party’s Politburo who fell from power in April of this year.
