On Saturday, April 25, the Deputy Secretary of the Communist Party Committee and Director of the Center for Science and Technology Innovation Development of the Chinese Academy of Sciences, Wu Hao, was under investigation. Wu Hao has long served in the National Development and Reform Commission of the Chinese Communist Party. He was a former subordinate of the current Vice Premier of the NDRC, He Lifeng, and later became the chief secretary of the current Director of the NDRC, Zheng Zhajie.
According to an announcement on April 25 on the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission, Wu Hao is suspected of “serious violations of discipline and law” and is currently undergoing disciplinary review and supervisory investigation.
Public records show that Wu Hao was born in November 1971 in Luzhou, Sichuan Province. He has had a long career in the NDRC, serving as the Deputy Director of the High-Tech Industry Department of the NDRC in 2012. From September 2018 to June 2020, he served as the Director of the High-Tech Department of the NDRC. From June to September 2020, he was the Deputy Secretary-General of the NDRC and Director of Innovation and High-Tech Development Department. From September 2020 to February 2023, he was the Deputy Secretary-General of the NDRC, and from February 2023 to January 2025, he was the Secretary-General of the NDRC. In January last year, Wu Hao was appointed as the Director of the Center for Science and Technology Innovation Development of the Chinese Academy of Sciences and the Deputy Secretary of the Party Committee.
It is worth noting that the NDRC is the power base of the current member of the Politburo of the Communist Party of China and Vice Premier of the State Council, He Lifeng, who has controlled the NDRC for nearly nine years.
In June 2014, He Lifeng became the Deputy Director and Deputy Secretary of the Party Group of the NDRC, equivalent to the Deputy Director-General. On February 24, 2017, he became the Director of the NDRC. After the 19th National Congress of the Communist Party, he was appointed as the Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, promoted to the vice-ministerial level, and continued to serve as the Director of the NDRC.
Within the Chinese government ministries, the NDRC serves as a macroeconomic planning and comprehensive economic management department. Its position is crucial as it plays a role in the “economic cabinet,” often referred to as the “small State Council.”
Following the 20th National Congress of the Communist Party, He Lifeng was promoted to a member of the Politburo and Vice Premier of the State Council. In March 2023, his former subordinate in Fujian Province, Zheng Zhajie, succeeded him as the Director of the National Development and Reform Commission.
During Wu Hao’s tenure as the Director of the High-Tech Department, it coincided with He Lifeng’s term as the Director of the NDRC (2017-2023). He later became the chief secretary of the current Director of the NDRC, Zheng Zhajie, who, along with He Lifeng, is part of the Fujian faction, with Zheng being considered a close confidant of He.
