On Sunday, September 13th, CBS News in the United States for the first time revealed that a California woman discovered the father of her surrogate child to be the mysterious Chinese billionaire, Xu Bo, who is claimed to have fathered over 300 children.
Xu Bo is a Chinese multi-millionaire and executive in the electronic gaming industry. Reports indicate that he has used surrogacy in the United States to have over 100 offspring, who gain U.S. citizenship by being born in the country. Xu Bo’s former girlfriend, Tang Jing, who was involved in a custody battle over the children, claims that the number of children could be as high as 300.
According to CBS, a single mother from California, Judy (a pseudonym), saw an advertisement on Instagram offering $120,000 for being a surrogate mother and decided to sign up. Judy, a single mother raising a 7-year-old daughter on her own while living with her elderly father, hoped to use the surrogacy payment to buy a house.
“I want to create a better life for myself and my daughter,” she told CBS. This is the first publicly discussed case of surrogacy for a Chinese billionaire.
Judy signed a contract with the surrogacy agency Patriot Conceptions. She was informed that the client was a single father looking to expand his family. When she inquired about the number of surrogate mothers employed by this man, she was told that there were over 20 individuals.
“I can’t remember the exact number, but I know it’s quite substantial,” Judy said. “I just kept thinking, wow, that’s a lot. That means there are a lot of (this man’s) children being born at the same time.”
She expressed feeling bound by the contract and genuinely in need of the money. Her friends and family encouraged her to proceed with the surrogacy, leading her to ultimately continue.
CBS reported that a whistleblower raised concerns about potential irregularities and abnormalities in the U.S. surrogacy industry and provided documents related to Xu Bo’s surrogacy contracts. According to leaked documents they obtained, Xu Bo was confirmed as the father of the child Judy was commissioned to carry.
In December 2025, after The Wall Street Journal published a report on Xu Bo fathering numerous children through surrogacy, Xu Bo issued a statement denying the quantity of surrogate children. The statement claimed that Xu Bo currently has custody of 12 surrogate children born in the U.S.
In July 2026, Xu Bo’s gaming company, DotEase Network, posted a photo on the social media platform Weibo showing over 100 young children seated neatly in rows. The account claimed, “Mr. Xu Bo has over 100 children,” with the children posing together in the picture. In the photo, the children were seated in rows in a setting resembling an auditorium, with caregivers on both sides.
On August 25th, the official Weibo account of DotEase Network was suspended. Simultaneously, Xu Bo’s personal account was also suspended.
Judy told CBS that she requested at least five times to meet the commissioning father in person but was never successful.
“The surrogacy agency should be very transparent from the beginning, before matching the two parties, and inform the surrogate mother clearly who she is bearing a child for and what the situation of the other party’s family is,” she suggested.
“This made me start to wonder: Do I even have the right to know these things?” she added.
Xu Bo and his representatives did not respond to multiple requests for comment from CBS News.
According to public records, since early 2017, Xu Bo openly recruited a girlfriend on his Weibo account “Cooking Elbow,” explicitly stating a goal of “having at least 50 high-quality sons” and listing criteria for a partner. His Weibo name was briefly changed to “Having more children can solve all problems.” There was also a circulating video showing dozens of children sitting in rows, calling out “dad” to the camera, with the cameraperson being identified as Xu Bo.
Patriot Conceptions initially rejected CBS’s request for an interview. In a brief phone communication, a representative of the agency countered by asking CBS if the surrogacy records were acquired from the dark web before abruptly ending the contact.
The New York Post reported on Sunday that Patriot Conceptions confirmed in a statement that they were the agency arranging surrogacy for Judy at Xu Bo’s request.
They clarified that the case of over 20 children of a Chinese-American couple in California mentioned in the report had “no connection whatsoever.”
The statement mentioned Xu Bo self-identifying as a “single father looking to build a family,” and after his actions were exposed, the agency suggested terminating contracts with affected surrogate mothers.
Patriot Conceptions added that they had implemented new protective measures for the subsequent surrogate mothers, including introducing a standardized pre-matching information disclosure framework for surrogates and establishing an independent fund to ensure surrogate mothers can access independent legal and psychological counseling in case of significant changes in client circumstances.
