On September 11, 2026, Gansu Province Deputy Governor Lei Siwei was expelled from the Communist Party and dismissed from his public office six months after being ousted from his position. He is now facing judicial proceedings. Lei Siwei’s downfall was officially announced on March 17, and there were reports circulating prior to this that he was arrested while attending the “Two Sessions” in Beijing.
The Central Commission for Discipline Inspection and the National Supervision Commission of the Communist Party of China revealed on September 11 that an investigation has been launched into the serious disciplinary and legal violations of Lei Siwei, former member of the Gansu Provincial Committee and former Deputy Governor of the province.
According to the report, Lei Siwei was found to have resisted organizational review, accepted invitations that may compromise the impartial execution of public duties, failed to truthfully disclose issues during inquiries, sought benefits for others in cadre selection and employee recruitment activities, accepted bribes, engaged in power-for-money and sex-for-power transactions, and unlawfully received substantial sums of money by abusing his position.
The report further stated that Lei Siwei has been expelled from the Communist Party, removed from his public office, disqualified as a delegate to the 14th Party Congress of Gansu Province, and has been referred to the judicial authorities.
Lei Siwei, born in June 1966 in Jingning, Gansu, began working in June 1989 and had a long career in state-owned enterprises. He held various positions such as Deputy Director of the Technical Center at Baiyin Company, Director of the Northwest Metallurgy Research Institute, Deputy Chief Engineer and Director of the Technical Renovation Department of Baiyin Nonferrous Group Co., Ltd., Deputy General Engineer and Deputy General Manager of Baiyin Nonferrous Group Co., Ltd., as well as Director and General Manager of Baiyin Nonferrous Group Co., Ltd.
In March 2018, Lei Siwei transitioned from the corporate sector to politics and served as the Director of the Gansu Provincial Department of Environmental Protection. In January 2020, he became the Director of the Gansu Provincial Department of Natural Resources. In July 2021, he assumed a position in the local government as the Secretary of the Jiayuguan City Committee.
Lei Siwei was appointed Deputy Governor of Gansu Province in January 2023, concurrently holding the position of Secretary of the Jiayuguan City Committee. He stepped down as the Secretary of Jiayuguan City Committee in March 2023 but continued as the Deputy Governor of Gansu Province. In June 2025, he became a member of the Gansu Provincial Committee and Deputy Governor before his investigation.
