The Taiwan High Prosecutors Office announced today (10th) that they are investigating the office director of legislator Gao Jinsumei, Zhang Junjie (currently on the run and under wanted status for another case), and defendants Chen Zhishuang and Lin Yijun for allegedly receiving funds from the Chinese Communist Party (CCP) to establish organizations in Taiwan, violating the National Security Law and other related offenses. Following a court ruling, Lin Yijun and Chen Zhishuang have been detained and denied visitation rights.
The Taiwan High Prosecutors Office stated in a press release today that legislator Gao Jinsumei’s office director Zhang Junjie and others are suspected of accepting funds from the CCP to build organizations in Taiwan, a serious criminal offense.
On September 8, 2026, prosecutors from the office directed the Ministry of Justice Investigation Bureau’s National Security Maintenance Task Force to legally summon defendants Lin Yijun and Chen Zhishuang for questioning.
After questioning by prosecutors, it was determined that both individuals faced serious criminal suspicions, with risks of collusion and flight. As a result, the Prosecutors Office applied for their detention at the Taiwan High Court, which subsequently ruled to detain Lin Yijun and Chen Zhishuang. The Prosecutors Office will continue the active investigation to safeguard national security.
Zhang Junjie is also implicated in the case involving Legislator Gao Jinsumei for alleged embezzlement of assistant fees and subsidies. On June 8, the Taipei District Prosecutors Office completed its investigation, charging Gao Jinsumei and Zhang Junjie among 26 others for offenses including violations of the Anti-Corruption Law. Gao Jinsumei was accused of importing over 70,000 doses of Chinese rapid test kits during the pandemic using false identities and embezzling over 7.87 million NT dollars in assistant fees.
Gao Jinsumei faced corruption charges and the Taipei District Prosecutors Office sought a sentence of 12 and a half years. Zhang Junjie was accused of colluding with Gao Jinsumei in embezzling assistant subsidies and additionally misappropriating over 9.33 million NT dollars in subsidies intended for government agencies and state-owned enterprises through the Multicultural Association. Zhang Junjie denied the charges, offered evasive explanations, and has yet to return the ill-gotten gains. His post-offense behavior was deemed unfavorable, leading the prosecutors to request a sentence of over 16 years imprisonment.
Zhang Junjie, facing charges related to embezzlement of assistant subsidies, was indicted. During the investigation he was detained and denied visitation rights. The case was transferred to the Taipei District Court (Northern Court), where he cited health reasons for bail, an appeal that was rejected by the prosecution. Following a court hearing, bail was set at 10 million NT dollars, with restrictions on travel and electronic monitoring via an ankle bracelet.
In the late night of the 6th, Zhang Junjie’s ankle bracelet issued a low battery warning, leading the Northern Court to urgently attempt his detention, which failed. Later, it was discovered that the ankle bracelet had been damaged and discarded, with Zhang Junjie’s whereabouts unknown. Zhang Junjie is currently wanted until January 21, 2059, on charges of destruction of public property.
