Two Deputy National Level Officials Absent from CCP United Front Meeting

On May 20, 2026, Chinese Communist Party United Front Minister Li Ganjie convened a meeting with the senior leaders of the so-called democratic parties. However, two vice-ministerial-level officials, Haomingjin, the chairman of the China Democratic National Construction Association, and Dafeng Cai, the chairman of the China Democratic League, were absent. Haomingjin had previously shown abnormal activities. Two days before the meeting, Cai Dafeng had participated in a public event, but the reason for his absence from this meeting remains unknown.

According to the Chinese Communist Party media Xinhua News Agency, a symposium on the construction of various democratic parties, the National Federation of Industry and Commerce, and non-partisan representatives teams was held in Beijing on May 20, 2026. Li Ganjie, member of the Political Bureau of the CCP Central Committee and Minister of the United Front Work Department, attended the meeting and delivered a speech.

Chairman Zheng Jianbang of the Chinese Peasants and Workers Democratic Party, Chairman Ding Zhongli of the Chinese People’s Political Consultative Conference, Vice Chairman of the China Democratic National Construction Association Sun Jusheng, Executive Vice Chairman of the China Democratic League Zhu Yongxin, Chairman of the Agricultural Workers Party He Wei, Chairman of the China Zhi Gong Party Jiang Zuojun, Chairman of the Jiu San Society Wu Weihua, Chairman of the Taiwan Democratic Alliance Su Hui, Chairman of the National Federation of Industry and Commerce Gao Yunlong, and non-partisan representative Gao Hongjun all made speeches at the meeting.

Among the so-called eight major democratic parties, six party chairmen personally attended the meeting, while Haomingjin, the chairman of the China Democratic National Construction Association, and Dafeng Cai, the chairman of the China Democratic League, were absent.

Both Haomingjin and Dafeng Cai are vice-ministerial-level officials in the Communist Party of China and vice-chairmen of the National People’s Congress. Two days before the meeting, Cai Dafeng had been publicly active, but for unknown reasons, he was unexpectedly absent from the Communist Party United Front meeting. As of now, there have been no reports of any public activities by Cai Dafeng on May 20.

According to the official website of the China Democratic League, on May 18, 2026, the 37th Chairman’s Office meeting of the 15th Central Committee of the China Democratic League was held for collective learning. Cai Dafeng, Chairman of the China Democratic League, Executive Vice Chairman Zhu Yongxin, Vice Chairman Wang Gang, and He Zhimin attended the meeting. From May 13 to 15, Cai Dafeng, Chairman of the China Democratic League, and Executive Vice Chairman Zhu Yongxin led a research team of the China Democratic League to Yinchuan City, Ningxia for research.

Public records show that Cai Dafeng, born in June 1960 in Ningbo, Zhejiang, and raised in Shanghai, is an architect. He graduated in architecture from Tongji University and has been engaged in the research and restoration of ancient Chinese architecture. He has led the restoration of several national key cultural relic protection units, including the Yuyuan Garden and the Zhenru Temple in Shanghai.

Cai Dafeng has served as a lecturer at the School of Architecture of Tongji University and the Department of Cultural Relics and Museums at Fudan University. He joined the China Democratic League in February 1995 and held various positions in education and administration at Fudan University. He has been serving in various leadership roles within the party and government bodies since then.

Accompanying Cai Dafeng in his absence from the meeting was Haomingjin, the Vice Chairman of the China Democratic National Construction Association, who had also shown abnormal activities before.

The official website of the National People’s Congress indicates that since October 2025, Haomingjin, a vice-chairman of the Standing Committee of the National People’s Congress, has been unusually absent from the meetings of the Standing Committee and Chairmen’s meetings. Simultaneously, Qin Boyong, Executive Vice Chairman of the China Democratic National Construction Association and Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, has also been unusually absent from high-level meetings of the CPPCC.

During the “Two Sessions” of the CCP held from March 4 to 12, 2026, Haomingjin was also completely absent. Strangely, before and after the “Two Sessions,” Haomingjin attended the opening ceremony and made a report at the Fourth Plenary Session of the Twelfth China Democratic National Construction Association on January 5, 2026, and chaired the Fourteenth Central Executive Committee meeting of the Twelfth China Democratic National Construction Association on March 25.

From April 20 to 30, 2026, Haomingjin appeared at the 65th, 66th, and 67th Chairmen’s Meetings of the National People’s Congress Standing Committee and the 22nd meeting of the Standing Committee. However, he was unexpectedly absent from the Communist Party United Front meeting on May 20.

Haomingjin, born in December 1956 in Jiaxiang, Shandong, previously served as a deputy director of the Law School of Shandong University and the vice president of the Higher People’s Court of Shandong Province. He joined the China Democratic National Construction Association in February 2004. Since then, he has held various positions within the party and government bodies, climbing up the ranks in the China Democratic National Construction Association and the National People’s Congress.
