Jin Zhizhen, former member of the Communist Party Committee and Vice Chairman of the Xinjiang Uygur Autonomous Region Political Consultative Conference, who fell from grace six months ago, has been expelled from the Party and stripped of his official position for serious violations of discipline and law. It was reported on May 7 by the website of the Central Commission for Discipline Inspection of the Communist Party of China that Jin Zhizhen was involved in power-for-sex transactions and rampant corruption, including accepting bribes.
According to the report, Jin Zhizhen obstructed organizational review, received “butler-style” services from private entrepreneurs, improperly accepted gifts, engaged in power-for-sex exchanges, engaged in widespread collection of money, intervened in and interfered with market economic activities, and used his position to profit from project contracting and business operations for others, illegally accepting huge amounts of money.
Public records show that Jin Zhizhen, born in July 1970 in Zhenjiang, Jiangsu, graduated with a major in national economic planning from Dongbei University of Finance and Economics, holding a master’s degree in economics. He started working in August 1991 and held positions such as Party Committee Member and Deputy General Manager of Xinjiang New Energy (Group) Co., Ltd., Party Committee Secretary and Chairman of Xinjiang International Economic Cooperation (Group) Co., Ltd., and District Chief of Midong District, Urumqi City.
In 2018, Jin Zhizhen served as Deputy Secretary of the Party Committee and Deputy Director of the State-owned Assets Supervision and Administration Committee of the Production and Construction Corps of Xinjiang, concurrently holding positions like Deputy Secretary of the Party Committee and Deputy Division Commander of the Sixth Division of the Corps, and Deputy Secretary of the Party Committee of Wujiayu City. In November 2018, he became Deputy Secretary of the Party Committee of Changji Prefecture and Acting Prefectural Governor before being elected as the Governor of Changji Prefecture.
In January 2023, Jin Zhizhen was appointed Vice Chairman of the Xinjiang Political Consultative Conference, and later also served as Secretary of the Party Committee and Deputy Director of the State-owned Assets Supervision and Administration Commission of the Xinjiang Government. In November 2025, he was removed from office while serving in these positions.
Jin Zhizhen is also the 20th high-ranking official investigated, disciplined, and referred to judicial authorities for investigation since 2026, according to the announcements made by the National Supervisory Commission of the CPC Central Commission for Discipline Inspection.
