11 members of the Standing Committee of the Chinese People’s Congress have been dismissed, including 5 senior generals.

On February 26, 2026, three Chinese People’s Liberation Army (PLA) generals, including former Navy Commander Shen Jinlong, former Navy Political Commissar Qin Shengxiang, and former Air Force Political Commissar Yu Zhongfu, were simultaneously removed from their positions as members of the Standing Committee of the National People’s Congress.

Since the end of 2023, a total of 11 members of the 14th National People’s Congress Standing Committee have been dismissed, including five generals. Among them, the other two dismissed generals were former Air Force Commander Ding Laihang and former Rocket Force Commander Zhou Yaning.

The 21st meeting of the 14th National People’s Congress Standing Committee closed on February 26, 2026. According to the post-meeting announcement, the qualifications of 19 National People’s Congress deputies were terminated, including nine military representatives: Navy former Commander Shen Jinlong, Navy former Political Commissar Qin Shengxiang, Air Force former Political Commissar Yu Zhongfu, Army former Commander Li Qiaoming, Information Support Force former Political Commissar Li Wei, Major General Yang Guang, Commander of Rocket Force 64th Base.

The announcement also revealed that the positions of the three generals, Shen Jinlong, Qin Shengxiang, and Yu Zhongfu, as members of the 14th National People’s Congress Standing Committee were revoked, as well as their positions as Deputy Chairmen of the National People’s Congress Financial and Economic Committee, Social Construction Committee, and Environment and Resource Protection Committee.

Two years ago, on December 29, 2023, two other generals, former Air Force Commander Ding Laihang and former Rocket Force Commander Zhou Yaning, were also removed from their positions as members of the National People’s Congress Standing Committee.

After the 14th National People’s Congress was elected in March 2023, a total of 175 members were appointed, including 16 members of the Chairman’s Meeting (Chairman, Vice Chairman, Secretary-General) and 159 members. From the end of 2023 to February 26, 2026, the qualifications of 11 members were revoked, and two members resigned. Currently, there are 162 members of the National People’s Congress Standing Committee.

In addition to the five generals mentioned earlier who were removed from their positions in the National People’s Congress Standing Committee, six other members were also dismissed, including Li Yuefeng, Deputy Secretary-General of the Taiwan Democratic League Central Committee (removed on June 28, 2024), former Hubei Provincial Party Secretary Jiang Chaoliang (removed on April 30, 2025), former Hunan Provincial Party Secretary Xu Dazhe (removed on October 28, 2025), former President of Tsinghua University and Deputy Director of the National Natural Science Foundation of China Wang Xiqin (terminated on October 28, 2025), academician of the Chinese Academy of Sciences and former Director of the China Academy of Engineering Physics Liu Cangli (removed on February 4, 2026), academician of the Chinese Academy of Engineering and Chief Engineer of China National Nuclear Corporation Luo Qi (removed on February 4, 2026).

Among the 175 members of the 14th National People’s Congress Standing Committee appointed in March 2023, 14 were retired military generals.

After the recent National People’s Congress Standing Committee meeting, the current committee consists of 162 members, including six generals and three major generals from the military representatives, namely:

– Former Political Commissar of the Northern Theater Command, Air Force General Fan Xiaojun;
– Former Political Commissar of the Southern Theater Command, Army General Wang Jianwu;
– Former Commander of the Southern Theater Command, Navy General Yuan Yubai;
– Former Political Commissar of the Eastern Theater Command, Army General He Ping;
– Former Political Commissar of the Strategic Support Force, Army General Zheng Weiping;
– former Political Commissar of the People’s Armed Police Force, People’s Armed Police General An Zhaoqing;
– Former Deputy Secretary of the Military Commission Discipline Inspection Commission, Navy Major General Luo Yuan;
– Former Political Commissar of the National Defense University, Rocket Force Major General Wu Jieming;
– Former Political Commissar of the Military Sciences Academy, Rocket Force Major General Fang Xiang.
