On August 18, 2025, it was reported that Gao Xingfu, Vice Chairman of the Zhejiang Provincial People’s Congress, has been investigated for serious violations of discipline and the law, making him the second high-ranking official in Zhejiang to fall from grace after the 20th National Congress of the Communist Party of China. Gao Xingfu had served as Vice Governor of Zhejiang for over six years.
The Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission announced on August 18 that Gao Xingfu, Deputy Secretary and Vice Chairman of the Party Group of the Standing Committee of the Zhejiang Provincial People’s Congress, is suspected of serious violations of discipline and the law, and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Gao Xingfu made his most recent public appearance in late July. According to information from the Zhejiang Provincial People’s Congress official website, on the afternoon of July 24, a special research meeting on the outline of the “15th Five-Year Plan” in the province was held by the Zhejiang Provincial People’s Congress Financial and Economic (Budget Work) Committee, where Gao Xingfu attended and spoke.
Public records show that Gao Xingfu was born in Hangzhou, Zhejiang in August 1963 and started working in March 1988. He has worked in Zhejiang for 38 years, with 28 years spent in various enterprises.
Gao Xingfu previously held positions such as Director and Deputy General Manager of Zhejiang Construction Group Co., Ltd., Vice Chairman and General Manager of Zhejiang Construction Investment Group Co., Ltd., and Chairman of Zhejiang Construction Investment Group Co., Ltd. He took on the role of Chairman of Zhejiang Communications Group in January 2015.
In August 2016, Gao Xingfu was appointed Vice Governor of the Zhejiang Provincial Government and a member of the Party Group. His direct promotion from a corporate leader to Vice Governor was described as a rare and unprecedented leap, being the first such case in Zhejiang in 21 years.
In January 2023, Gao Xingfu was appointed Vice Chairman of the Zhejiang Provincial People’s Congress Standing Committee, a position he held until the recent investigation.
With Gao Xingfu’s investigation, a total of 38 senior officials at the central level have been publicly reported to have fallen from grace on the website of the Central Commission for Discipline Inspection and the National Supervisory Commission this year.
