Japanese media revealed on Monday that the Japanese Ministry of Defense is planning to develop and utilize AI and autonomous navigation technology for vessels in order to strengthen the maritime transportation capacity of the Self-Defense Forces. These ships may be used in the future for large-scale troop transport, ammunition delivery, and evacuating civilians from remote Japanese islands.
According to a report by the Yomiuri Shimbun, several Japanese government sources disclosed that the government will clearly outline this policy when revising three security documents, including the National Security Strategy, by the end of this year. The official start of research and investigation is scheduled for the fiscal year 2027.
The project aims to address unexpected events, envisioning the transportation of Self-Defense Force units, ammunition, and the evacuation of local residents to the Nansei Islands during emergencies. Apart from wartime logistics, the vessels are also intended for transferring residents of remote islands to safer locations.
Insiders stated that the autonomous navigation system will utilize cameras, radars, satellites, and other tools to detect positional data and surrounding environmental information, which will then be processed by AI to determine the optimal sailing route. This technology can adjust to ocean currents and other maritime conditions, enabling ships to autonomously depart from and dock at ports, navigate nearshore and offshore, reducing the burden on crew members towards achieving unmanned operations.
The Defense Ministry has already included the necessary budget in the initial budget request for the fiscal year 2027 and listed it as an “item request” without a specific amount.
In addition to the Japanese government, private entities are also researching autonomous navigation ship technology.
The Nippon Foundation and shipbuilding & maritime companies have been focusing on this technology since 2020, and starting from January this year, they have deployed cargo ships with autonomous navigation technology for commercial operations, reaching a commercial navigation capability equivalent to level 4 automation.
The Defense Ministry is currently exploring the adoption of such private sector technologies to maintain transportation networks in hazardous sea areas or remote islands during emergencies, such as wartime situations. It is highlighted that ensuring the smooth transportation of ammunition, fuel, and food to Japan’s southwest islands that are surrounded by the sea in all directions is critical in preventing aggressive attacks, particularly in the event of conflict in the Taiwan Strait.
Furthermore, the Defense Ministry aims to enhance transport capacity and reduce manpower requirements through autonomous navigation vessels to alleviate the risks and burdens faced by Self-Defense Force members in carrying out transportation tasks.
Last year, the Defense Ministry established the Maritime Transport Unit of the Self-Defense Forces to enhance the capacity for transporting troops and supplies to remote islands. Additionally, Japan is grappling with a declining birth rate which has led to a shortage of SDF personnel, increasing the demand for automation more than ever before.
A senior official from the Defense Ministry emphasized that “even in adverse conditions, the autonomous transport vessels can operate for extended periods, offering a ray of hope for enhancing the transport capacity of the Self-Defense Forces.”
