On June 4, 2026, Jiang Jinming, Deputy Director of the Housing and Urban-Rural Development Department of Fujian Province, was investigated for serious violations of discipline and law. Jiang Jinming, a former Chief of Staff of the Fuzhou Air Force and Department Head of Military Training at the Air Force Headquarters, had switched careers in 2017. Since 2026, four other provincial-level officials of the Housing and Urban-Rural Development Department have been removed from their positions.
According to a report from the website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China on June 4, 2026, Jiang Jinming, a member of the party committee and Deputy Director of the Housing and Urban-Rural Development Department of Fujian Province, was suspected of serious violations of discipline and law.
Jiang Jinming, born in November 1965 in Jiangsu Shuyang, had served as a Special Grade Pilot, a member of the Chinese Calligraphers Association, and had received multiple awards at national calligraphy competitions. He was also the first recipient of the highest award in Chinese calligraphy, the “Lanting Award.”
In January 2017, Jiang Jinming began working as the Deputy Director of the Housing and Urban-Rural Development Department of Fujian Province, overseeing various departments including the Party Committee, Engineering Construction Management Office, Technology and Design Office, and the Provincial Building Engineering Technology Center.
The main functions of the Housing and Urban-Rural Development Department of Fujian Province cover a wide range of areas including housing and urban construction management, real estate supervision, and construction market regulation.
In addition to Jiang Jinming, several other provincial-level officials from Housing and Urban-Rural Development Departments have been investigated since 2026.
Cheng Gang, a member of the party committee and Deputy Director of the Sichuan Provincial Housing and Urban-Rural Development Department, voluntarily surrendered on June 2, 2026, for investigation. Cheng Gang, born in April 1968 in Chongqing Wanzhou, had held various positions in the Sichuan Provincial Department of Construction from May 2000 to September 2019 before taking on his current role.
Su Haiming, Party Secretary and Director of the Housing and Urban-Rural Development Department of Gansu Province, was removed from his position on April 3, 2026. Su Haiming, born in December 1967 in Yuzhong County, Gansu Province, had a diverse career before his latest appointment.
Furthermore, Ye Dongkuang, a member of the party committee and Deputy Director of the Housing and Urban-Rural Development Department of Guizhou Province, was removed from his position on February 8, 2026. Ye Dongkuang, born in May 1967 in Guiyang, Guizhou Province, had served in various roles before being appointed as Deputy Director in August 2022.
Lastly, Wang Chun, Director of the Housing and Urban-Rural Development Department of Guizhou Province, was removed from his position on January 9, 2026. Wang Chun, born in January 1969 in Yangzhou, Jiangsu Province, had a career spanning several roles within the province before his latest appointment, ultimately serving as Party Secretary and Director of the department.
